Position Summary : The Senior Community Schools Coordinator is part of the team that provides critical support services to the Community Schools initiative.

The Senior Coordinator will lead and supervise the collaborative engagement with community-based service providers on the submission, review, and internal approval of contract documentation for services related to the Community Schools initiative, including family engagement, professional development and direct student services.

The Senior Coordinator also supervises the analysts and coordinators providing support and assistance to the Office of Community Schools.

The Senior Coordinator will supervise and provide expertise in the preparation of contracts, which includes procurement proposals, qualifications, and verifications of information. Performs related work.

Reports to : Director of Central Office Procurement.

Direct Reports : Procurement Consultants.

Key Relationships : Works closely with the Director of Central Office Procurement, COP team, Community School program staff, DCP staff, New York City Department of Education (DOE) central offices, DOE legal staff, non-DOE attorneys, Corporation Counsel, the Office of the Comptroller, Mayor’s Office of Contract Services (MOCS), vendors, and other stakeholders.

Responsibilities

  • Manages collaboration and communication with community-based service providers, including inquiries about solicitations, solicitation deadlines, and vendor registration requirements.
  • Coordinates with the Office of Community Schools to develop future solicitation specifications and associated pricing forms.
  • Oversees and supervises the preparation and release of Request for Proposal (RFP), Request for Bid (RFB), and Multiple Task Award Contracts (MTAC), as well as other procurement methods related to the procurement of professional services for Community Schools.
  • Supervises the reviews, preparation, and delivery of responses, including outreach and follow up with community-based service providers and with internal and external stakeholders regarding solicitations and registration status.
  • Supervises the engagement of direct reports with community-based service providers to provide personalized and in-depth replies to inquiries regarding solicitation submission, contract awards, and registration.
  • Reviews and performs Quality Control checks of Executive Summaries for RFP, RFB and MTAC approval, Requests for Authorization for the Chancellor, and Panel on Educational Policy approval.
  • Ensures and confirms that appropriate background checks were performed by direct reports, including the review of PASSPort Questionnaires and Office of Equal Opportunity data.
  • Reviews, tabulates and analyzes vendor proposals and bids to ensure that the proposals meet minimum qualifications and solicitation requirements.

Directs staff to revise the reports to address deficiencies.

Qualification Requirements :

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and / or experience which is equivalent to 1 or 2 above. However, all candidates must have at least one (1) year of experience as described in 1 above.

Preferred

  • Supervisory experience.
  • Excellent writing and verbal skills.
  • Superior organizational skills and strong attention to detail.
  • Highly advanced skills in Microsoft Office, particularly Excel and Access.
  • Strong multitasking and project and personnel management skills.

Salary : $82,000 - $94,279

Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
