New Hanover County is looking for a full-time Residential Real Property Appraiser to join the Tax Department to maintain, list, and appraise property accurately and impartially in accordance with applicable state laws for tax assessment purposes.
An employee in this class performs appraisal work in determining the value of primarily residential properties for tax purposes in the county.
Responsibilities for this role include :
Under general supervision, employees update & maintain property data records of residential & less complicated commercial properties for tax assessment purposes.
Work involves but is not limited to :
- Appraise residential property using approved schedules, standards, and rules which apply to mass appraisal for property-tax purposes
- Determine value on residential property using approved schedules, standards, and rules which apply to mass appraisal for property-tax purposes.
- Review, verify, and document property records characteristics.
- Discovery and listing of new construction, sales verification process, splits and combinations.
- Meets with property owners and explains appraisals and the ad valorum tax process.
- Aid in making recommendations to the Board of Equalization and Review.
- Assist in the training of new appraisers.
- Required to work outside most of the time, including times of inclement weather conditions.
- Other duties as assigned.
Knowledge, Skills, and Abilities
- Thorough knowledge of personal computers, operating systems, software, and peripheral equipment used by the county.
- General knowledge of principles, practices and techniques used in real property appraisal work.
- General knowledge of current construction costs including building materials and supplies.
- Some knowledge of the geographic and socio-economic layout of the county.
- Ability to read and understand building construction plans and specifications.
- Ability to operate a computer system to make computations and access file maintenance programs.
- Ability to make decisions that affect property values.
- Ability to exercise independent judgment, initiative, and fairness in correctly appraising a variety of properties.
- Ability to exercise tact, courtesy, firmness, and empathy in frequent contact with taxpayers.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.

Hours : 8 : 00 AM - 5 : 00 PM, Monday - Friday.
Must be available to report for emergency work assignment during emergency situations.

Salary Information :
The hiring range f or this position is $48,678 - $65,715, plus a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations.

Qualifications
Minimum Qualifications :
- High school diploma / GED, supplemented by either of the following
- One (1) year of real property appraiser experience or certification from the North Carolina Department of Revenue Level I Real Property Appraiser.
Preferred Qualifications :
- One (1) or more years of experience as a county tax appraiser or
- One (1) or more years of experience in a revaluation firm coordinating projects or assigning grades, condition, and effective ages or
- One (1) or more years of experience in a related real estate field, ; appraisal, sales, mortgage, construction, or insurance or
- IAAO Designation (AAS, RES, CAE)
Applicants who do not meet the minimum may be considered at a trainee rate until they have completed the requirements for North Carolina Department of Revenue Appraiser Level I.
Physical Requirements :
- Ability to successfully work in extreme weather conditions.
- Ability to navigate construction site areas.
- Ability to stand / sit for extended periods of time.
- Ability to exert up to 20 pounds of force occasionally and up to 10 pounds frequently, and / or negligible amount of force constantly to move objects.
- Ability to operate a motor vehicle.
Work Environment :
- 80% of workdays are outside working in various weather-related elements.
- 20% of workdays are inside working in an office cubicle setting.
- Use of county vehicle to perform daily job duties.
Licenses / Certifications
- Valid Driver's License and good driving record at time of application.
- Valid North Carolina Driver’s License required by first date of employment with good driving record
- Residential Appraisal Certification by NC Department of Revenue within two years of employment.
