Advertised Job Summary

Performs complex duties with procurement of large volume and highly complex information technology and goods and services between the entire University system and suppliers.

Obtains competition in accordance with the provisions of the SC Consolidated Procurement Code and internal policies and procedures of the University system.

Develops and executes sourcing strategy, evaluates product offerings, recommends suppliers, and negotiates contracts for the entire university system.

Gathers business requirements and identifies and pre-qualifies potential suppliers. Develops and distributes RFPs / RFQs and collects bids or other information.

Evaluates proposals / quotes based on offering quality, cost, or other criteria and recommends suppliers that are best suited to meet the organization’s requirements.

Assists Purchasing Staff with contract administration related duties. Responsible for supervising procurement staff employees.

Minimum Qualifications (Classified and Unclassified positions)

Preferred Qualifications

NIGP-CPP, CPPO or CPPB certifications are preferred.

Knowledge / Skills / Abilities

Familiarization with or ability to learn SC Consolidated Procurement Code. Knowledge of specification writing, contracts and procurement.

Knowledge of a personal computer with analytical skills. Analytical skills and the ability to collect, compile and assemble information in a clear and concise manner.

Ability to interpret policies and procedures accurately. Verbal and written communication skills.
