TYPE OF APPOINTMENT ISSUED : This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment.
A WRITTEN EXAMINATION / ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Director of the Learning Support Section, the Educational Specialist II :
- Provides leadership in the planning, design and development of the state English Language Arts program for all students, K-12;
- carries out special projects to develop new instructional programs and courses; evaluates the merit and feasibility of alternative instructional approaches, methods, and organization;
evaluates and recommends improvements in the current program and services offered to schools.
- Keeps abreast of current and significant research, and promising educational activities in English Language Arts education, K-12, to develop content and performance standards, curriculum frameworks, resource materials and instructional tools, and guidelines that support student achievement in English Language Arts.
- Provides consultative services to district, complex, school, other state office personnel, to community groups, and to others requesting such services as pertaining to language arts education.
Works collaboratively with other state, district, and complex specialists to coordinate activities, resources and implementations, including supporting complex areas with the training needs of teachers in designing training programs to improve the expertise of instructional staff in carrying out present and emerging responsibilities.
- Evaluates and monitors the program and assesses and identifies program needs to develop goals, objectives, and long-range plans for English Language Arts education to ensure system-wide program implementation and conformance to minimum program standards, established instructional policies, and legal and administrative directions.
- Serves as a liaison between the Hawaii State Department of Education and other State government agencies, community groups, professional organizations, and mainland agencies and organizations in the area of English Language Arts education.
- Prepares program plans, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, and memos.
- Performs other related duties as assigned.
Education : Graduation from an accredited college or university with a master’s degree in education with specialization in a subject field appropriate to the area(s) of assignment.
Education Equivalences : (1) Graduation from an accredited college or university with a master's degree in a related field, which may include English Education K-12, English, English Literature, English as a Second Language, Early Literature, Literary Studies, Writing and English Curriculum Planning.
2) Graduation from an accredited college or university with a Bachelor's degree in a field listed above plus (A) two (2) years additional experience in teaching or curriculum program planning OR (B) a professional certificate plus one (1) additional year of teaching or curriculum program planning.
Experience : Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Combined Education and Experience : An equivalent combination of education and experience may be acceptable as determined by the Department.
Substitutions can be considered for the requirement of experience in an education program, agency, or system.
- Knowledge : Foundations of curriculum and instruction; instructional media and computers; foundations of American education;
- tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics;
- purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment;
laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment. Knowledge Desired : Research on contemporary, innovative instructional models, evidence-based instructional practices for literacy and experience with implementing action research processes.
- Ability to : Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures;
- communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment;
- maintain awareness of developments in curriculum or program areas. Skills / Abilities Desired : Develop and implement online resources using appropriate online tools (such as website authoring, Blackboard Collaborate, webinars, and Google Applications);
organize / prioritize work and multi-task to maintain an effective work pace under deadlines.
SALARY RANGE : EOSR-7, $110,136 to $155,904. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.
WORK YEAR AND BENEFITS : This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT : Article 11, Appointments, paragraphs A2b and A2c- "All vacancies for State and District level educational officer positions shall be advertised for twenty (20) days prior to selection.
Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
