Responsibilities :

  • Contractor shall work closely andcollaboratively with the Departments Project Manager throughout theduration of the Purchase Order to discuss suggestions or issues andincorporate guidance from the Department while performing the workdescribed within this Statement of Work.
  • Contractor shall alert the Project Manager when issues orpotential risks are encountered that will affect theproject.
  • Contractor shall submit periodicstatus reports or participate in weekly status meetings as requiredby the Department during the engagement.
  • Contractor shall coordinate and prioritize all work toensure that all deliverables and deadlines are met.
  • Contractor shall employ an internal quality controlprocess to ensure that all deliverables are complete accurate easyto understand and of high quality.
  • Contractorshall provide deliverables that at a minimum are responsive to thespecific requirements of this Statement of Work organized into alogical order contain no spelling or grammatical errors formatteduniformly and contain accurate information and correctcalculations.
  • Contractor shall submit eachdeliverable to the Departments Project Manager for review andapproval.
  • Contractor shall retain all workpapers generated for reference through the duration of the projectand project acceptance.
  • Contractor shallparticipate in the review and revision process until the Departmentprovides written acceptance of the deliverable.
  • Contractor shall research document and share anydocumentation as requested by the Department.
  • Contractor shall provide copies of any supportingdocumentation to the Department upon request of the Department andwithout charge.
  • Contractor shall assist theDepartment with planning scheduling and facilitating meetingswithin CDE; with other State of Colorado Agencies;

and with otherstates as needed.

  • Contractor shall serve as asubject matter expert (SME) and mentor for CDE designatedemployees.
  • Contractor shall respond to alltelephone calls voice mails and email inquiries from the Departmentwithin one business day.
  • Contractor shallenable all Contractor staff to exchange documents and electronicfiles with the Department in formats compatible with theDepartments systems.

The Department currently uses Microsoft Office365.

  • Additional consulting projects asrequested by the Department.
  • Contractor shalljoin the SLDS project team and interview necessary subject matterexperts to understand the current IDM system and how best toupgrade the system.
  • Contractor shall reviewcurrent architecture business rules and applicationrequirements.
  • Contractor shall develop a newhighlevel architecture and design for the new identity managementsystem based on current industry direction which shall include allchanges to the base requirements.
  • Contractorshall develop a roadmap that includes a timeline milestones tasksand budget for the implementation of a new identity managementsystem.
  • Contractor shall assist in thedevelopment of an RFP using the information gathered in thediscovery and design work to include requirements timeline andbudget.
  • The Contractor shall also deliver adetailed report on the review of the current architecture andenvironment to the Grant Project Manager for review.

Note that thisreport may be presented to the IMS team. This reportshould :

  • Provide details about the currentarchitecture based on the communications with the CDE IMS team andendusers (i.e. the districts) and other stakeholders identified byCDE.
  • Offer recommendations on how theexisting identity management system can be improved based on thelatest industry best practices and work done by otherstates.
  • Once report is review and IMSmanagement provided feedback Contractor shall submit a highlevelarchitecture plan for the new environment to the Grant ProjectManager for approval.

At minimum the plan shall include the itemslisted below

  • Recommendations on how toimplement a new identity management system
  • Allsuggestions shall be accompanied by associated timelinerecommendations.
  • Contractor shall participatein project team meetings workstream meetings and others asnecessary to fully understand project approach andprogress.
  • Contractor shall participate inregular progress meetings as requested by the Department. Thesemeetings may be held inperson or remotely at CDEsrequest.
  • Provide On the job training toIdentity management workstream members
  • TheDepartments Identity management system workstream team consists ofinformation security officer infrastructure manager identitymanagement administrator SLDS Grant Project Manager and CDEsapplications development manager.

This team is well versed inmaintaining the existing oracle identity management system.Contractor shall join this workstream group and work closely withthese CDE employees.

For the identity management system roadmap CDEemployees must understand how the conclusion has been and thatimplantation of the new system is feasible within a foreseeabletimeline and how it shifts from the project implementation phase toan ongoing operational phase.

  • The intent isfor the contractor to provide identity management review servicesas needed throughout the remaining grant period.
  • Contractor shall share knowledge of identity managementsystem as required deliverables are developed and submitted. Theidentity management system workstream members may also contributeto the work required for these deliverables as time allows and asnegotiated with Project
