JOB SUMMARY
This is a Lancaster County Adult Probation & Parole Services management position, providing full operational oversight to the Adult Probation & Parole Services’ General Supervision Division.
This position is responsible for the day to day management of the division, in compliance with departmental policy and procedure.
This position, along with the Special Supervision Division Director, shall also be responsible for all aspects of the Unified Case Management system.
REPORTING RELATIONSHIPS
This position reports directly to the Deputy Director of Supervision, within Adult Probation & Parole Services.
Seven supervisors report directly to this position.
ESSENTIAL JOB FUNCTIONS
Supervise and provide individualized direction and training for division staff and conduct performance reviews and competency assessments for all supervisory staff within division.
Review, monitor for accuracy, and approve subordinate work products.
Assume overall responsibility for the mission and results of the Division.
Provide comprehensive operational oversight of agency-wide Unified Case Management system for APPS. Plan, coordinate and troubleshoot with CCAP and Lancaster County IT for the continuing operation of UCM.
Represent APPS in all related CCAP UCM meetings.
Plan, implement, and monitor the development and expansion of the units within the General Supervision Division.
Work in cooperation and coordination with Adult Probation and Parole Services' Senior Management team (Director, Deputy Directors) to carry out the department mission and vision, to include the implementation of Evidence Based Practices.
5% Work with Supervisors within the General Supervision Division to develop and maintain division policy & procedure handbooks to ensure compliance with applicable court, state, and / or county standards.
Verify that said handbooks and the policies & procedures contained therein are in compliance with the department’s mission.
5% Regularly attend mandatory and additional training in the areas of management skills, safety, self defense, related human service areas, and for full / up-to-date proficiency in the use of computers, as required by job duties.

MINIMUM QUALIFICATIONS
Must possess a bachelors degree from a college or university of recognized standing, preferably a degree in social work, psychology, criminal justice or related field;
Must have five years experience working in Probation or related field, two of which were as a supervisor; or any equivalent combination of required experience and minimum education which provides the required knowledge, skills and abilities cited above.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the principles, policies, and procedures of the judicial system, including statutes, rules, regulations, and administration of justice.
Thorough knowledge of the operations, practices, and procedures of probation / parole supervision, treatment, counseling, and rehabilitation within a community-based context.
Thorough knowledge of methods and techniques used in supervising and intervening in the lives of adult offenders. Proficiency in planning, documentation and implementing all steps necessary for client treatment and intervention.
Thorough familiarity with community resources which have the ability to address and meet the human service needs of clients, including that of a social, psychological, medical, economic, vocational, and spiritual nature.
Thorough knowledge of characteristics of individual and group behavior, particularly that of individuals involved with criminal activities and / or anti-social behavior.
Thorough knowledge of supervisory methods and case management.
Thorough knowledge and understanding of the principles of evidence-based practices in community corrections
Ability to communicate effectively (both orally and in writing) with clients, their associates, members of the Judiciary, District Court Administrator, human services and treatment professionals, co-workers, representatives of other agencies, and the public.
Ability to effectively supervise professional staff members within a large agency.
Ability to develop thorough understanding of the agengy-wide offender case management system, UCM.
Ability to plan, organize, and manage time with efficiency and effectiveness.
Ability to work independently and as a team member.
Ability and desire to work with people and the capacity to do so with tolerance and understanding.
REQUIRED LICENSES / CERTIFICATIONS / CLEARANCES
The candidate must pass a criminal background check, a pre-employment drug screen and a driver history check.
