POSITION PURPOSE :

On-site project coordination and management support for the Infrastructure Management Branch of AFRL Phillips Research Site.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Develop space planning layouts, conceptual drawings, furniture layouts, and renderings in support of planning & programming
  • Create graphic presentation boards
  • Develop Project Requirements, including Statement of Work, AutoCAD Drawings of floorplans, sections, details, elevations, and other documents / graphics necessary to convey project requirements.
  • Coordinate furniture and GPC purchases
  • Provide material selection for carpet, paint, and coordinating finishes for planning purposes 2.1.6 Create Cradle to Grave Project Schedules using current government software
  • Create preliminary programmatic square foot cost estimates for assigned projects in current software used by the AF (RS Means equivalent).
  • Input project updates into government approved software / database on weekly basis - list of projects / tasks, status, funding, modifications, etc.
  • Conduct site visits to investigate, document, prepare, and update facility asbuilt drawings in AutoCAD
  • Distribute project requirements / documentation (AF Form 332, concept drawings, Statement of Work, schedule.) for internal review to Facilities office and end user and address all comments.
  • Provide review of floorplans, elevations, sections, details, color selections, material selections, etc.
  • Coordinate asbestos testing as required by project. If asbestos exists within project boundary, remediation shall be scoped and included in contract documentation.
  • Coordinate with Construction Manager on all assigned projects; answers RFI's from Construction Agent; provides secondary oversite / collaboration with Construction Agent
  • Coordinate and regularly communicate with Section Chief and Design Team Lead on all assigned projects / tasks
  • Attend weekly meetings with Design and Construction Agents (USACE, Kirtland AFB Civil Engineers, GSA, etc.) 1-2 hours, as scheduled
  • Attend weekly Section / Branch meeting 1-2 hours; as scheduled
  • Attend weekly Design Team Meeting 1 hour, as scheduled
  • Attend all other meetings as required to complete tasks associated with this position, during normal duty hours.
  • Update existing site plans and as-built floorplans
  • Maintain documents and files them in approved location for all assigned tasks (electronic filing is required) 15 CUI
  • Review AF Form 332 from end user for proposed projects as assigned
  • Provide Cradle-to-Grave coordination on all assigned projects and attend meetings (kick-off / in-progress / pre-final / final / project close out); as scheduled
  • Prepare meeting agendas & minutes for assigned projects for kick-off, reviews, customer discussions, and any decision made that will affect the project cost, schedule, and / or scope.
  • Support Facility Manager Program with management of facility manager list and appointment letters. Maintain Facility Manager list and keep appointment letters up to date each month.
  • Groundbreaking & Ribbon cutting ceremony support. Develop itinerary, guest list, develop and send invitations, coordination across agencies, congressional delegation and AFRL leadership, coordinate site requirements such as food and beverages, seating, sunshade.
  • Act as Point of Contact (POC) for Vehicle Control issues, inspections, and maintenance requirements for RVOI assigned US General Service Administration (GSA) vehicles.

File monthly reports to PRS Transportation manager, comply with all vehicle inspections and coordinate maintenance of vehicle as required by Vehicle control policies.

  • Support emergency calls by doing site visits, assessing situation, and providing way forward to government personnel. Provide escort services to technicians, inspectors, emergency responders, and other support personnel as required to mitigate the emergency.
  • Sponsor personnel on Base as required to obtain Base access and secure AFRL Facility Access (visitors' badges) for AFRL construction, furniture, service contracts, inspections, and other related project and facility requirements to include special events (Ribbon cuttings, Groundbreaking ceremonies, etc.)
  • Provide cradle-to-grave project coordination and secondary oversite of design / construction projects. Prepare all project documentation including requirements gathering and planning / programming documentation for small acquisitions.

Typical deliverables include 2 10-page construction drawing sets, concept floorplans, elevations, sections, details, material schedule, door schedules, fixture schedules, specifications, Statements of Work, AF Form 332, project schedule, and Independent Government Estimate (IGE).

  • Annual requirement to update as-built drawings for 20% of AFRL buildings (30 buildings / 200,000 square feet (SF)). Over the course of five years, all AFRL facility as-builts will be updated at least once.
  • Lead the planning and coordination of facility site visits, schedule and prepare project meetings and other official correspondence on facility projects.

ADDITIONAL DUTIES AND RESPONSIBILITIES :

Interface with Authorities Having Jurisdiction over construction projects in AFRL to include the Base Civil Engineering Group, Safety Groups, and Security Officials.

Projects shall be compliant and ready to be approved and awarded.

  • Provide comprehensive reviews of an estimated 25-35 projects per year (purchase order or large acquisition) providing constructability reviews on initial designs and final construction documents and review of construction contractors' submittals.
  • Manage furniture purchases, furniture layout plans, finish selection, and coordination of furniture purchase through installation to include infrastructure coordination (communication & electrical).
  • Support Government Purchase Card (GPC) purchases with documentation, solicitation of quotes, gathering requirements, and coordination with the GPC holder through final purchase of service / equipment / supplies.
  • Record and file facility projects data and documentation on government systems to include photos / multi-media, submittals, progress reports, meeting minutes, and close-out documentation for all projects ensuring project files are always current.
  • Project Closeout documentation received from Construction agents and contractors shall be submitted to proper Government agency for record updates (IE : As-Built record drawings, Form 1354's Transfer and Acceptance of DoD Real Property, Equipment manuals).

MINIMUM QUALIFICATIONS :

Education and Experience :

0-5 years of relevant experience.

Skills and Abilities :

  • Working knowledge and understanding of requirements for DoD Facilities including specifications, drawing sets, construction methods, cost estimating using RS MEANS, and all construction contract documentation.

Up-to-date working knowledge of design / construction of Secure Facilities IAW ICD / ICS 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities

Special Requirements :

Ability to obtain secret clearance required.

PREFERRED QUALIFICATIONS :

Architectural License or Professional Engineer License

PHYSICAL DEMANDS :

Ability to lift 30 pounds. Ability to stand for long periods of time.

WORKING ENVIRONMENT :

Indoor and outdoors working environments. Typically 75% in office, 25% on site.
