We are seeking aProgram Managerfor the Temporary Assistance for Needy Families (TANF) program. This position will be responsible for supporting all aspects of program management activities related to determining eligibility for individuals participating in the TANF and Idaho Child Care Program.

This includes working directly with the contracted partners located across the State of Idaho and the Office of Childcare within the Department of Health and Welfare to ensure daily operations meet service delivery standards and comply with all federal rules and policies.

This position is located inBoise.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES :

Provide internal staff and external partner leadership to ensure a sustainable and integrated services system for Temporary Assistance for Needy Families (TANF).

Manage, allocate, and monitor grant budgets to meet all State and Federal requirements.

Ensure alignment to federal and state regulations and work collaboratively with our Community Action Partnership Association and Agencies, and Department leadership to manage effective Block Grant Assistance Programs for Idaho.

Collaborate and support Program operations to ensure rules and regulations support efficient customer service and operational outcomes.

Drive and support technology needs and enhancements that ensure the system design meets program requirements, reporting requirements, and an effective service delivery for customers.

Ability to communicate effectively with automation staff with the goal of ensuring effective management to support operational objectives.

Develop and submit annual State plans, hold public hearings, develop contracts and make amendments, assess data to support performance reporting, submit federally required reports, manage and monitor program performance outcomes and budgets, define and recommend program objectives related to outreach activities.

Provide program guidance and policy reviews with clarity, conciseness, accuracy and relevance to support clear direction and effective operations.

Supervise assigned Program Specialist across multiple grants and spending categories.

Develop cooperative relationships, partnerships and practices with external partners to ensure we have a program that supports our community needs.

Provide leadership and management oversight to the Division's contract and monitoring team as directed.

MINIMUM QUALIFICATIONS :

Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training.

Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff.

Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience developing technical written materials such as policies, technical manuals, or rules / regulations and presenting policies to executive-level decision makers for discussion and approval.

Typically gained by at least one year of experience developing rules and policies and presenting proposals, changes, or new designs for decision-making;

OR by a Bachelor's or Master's degree in business management, public administration, or related fields.

Experience managing and driving program performance and subsequently creating and implementing changes to improve program performance from a design and program development perspective.

Typically gained by experience in management and leadership roles where you were directly responsible for program outcomes and for creating solutions for improved performance.

Experience working with Community Action Agencies and / or the management of federal program grants.Typically gained by at least one year of experience implementing and directly managing programs or services or making major changes to existing programs or operational designs.

Experience should include providing direction and assistance to state plans, operational processes, and policy interpretation to ensure end users can effectively implement and operate program directives.

Experience developing and maintaining budgets across various spending categories to support block grant fiscal management.

Typically gained by at least one year of experience developing and maintaining program budget spreadsheets to ensure accurate fiscal management.
