Salary : $78,092 annually

General Description and Classification Standards

This role focuses on driving strategic allocation of Technology resources and ensuring the achievement of the agency's Strategic Technology Plan.

Duties include, but are not limited to, providing professional and technical staff assistance, offering strategic advice to senior leadership, and managing key Technology initiatives for the department.

Supervision Received

Works under very general supervision. May work as a team lead in various capacities. Depending on organization structure, may work independently with responsibility for an assigned function or program.

RESPONSIBILITIES

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive.

May perform other duties as assigned.

  • Lead the development and implementation of Technology goals, objectives, policies, and procedures for the department.
  • Track performance of the Technology team and the agency against the Strategic Technology Plan.
  • Create and lead strategy for the department to achieve the Strategic Technology Plan.
  • Support the development and improvement of Technology infrastructure, applications, and systems for law enforcement operations.
  • Guide Technology policies and manage third-party contracts for software and system solutions.
  • Manage the Technology team focused on developing and maintaining secure, efficient, and reliable Technology infrastructure and services.
  • Champion the integration of Technology solutions to support agency initiatives and operational efficiency.
  • Utilize data analytics to inform decision-making and Technology investment.
  • Participate in the development of efficient data collection and analysis systems; recommend modifications to work methods;

provide research and data analysis to assess the feasibility of incorporating advanced technologies to improve performance.

  • Respond to and resolve complex technical issues and inquiries from staff and stakeholders.
  • Participate in the management of the operation and administration of the Technology budget; assist in the preparation and management of the department's Technology budget.
  • Upon direction, may select, supervise, train, and evaluate professional, technical, and administrative support subordinates with a key focus on superior customer service.

Decision Making

Recommends organization strategy and policy changes within required legislative or executive limitations and may make purchasing or resource allocation decisions within organization guidelines.

Leadership Provided

May have leadership authority over a group of professional employees and / or a group of professional, technical, or administrative employees engaged in a broad functional area.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully.

  • Knowledge of : Technology methods, materials, and techniques employed in law enforcement; principles and practices of strategic Technology management and planning;
  • recent developments, current literature, and sources of information in Technology and Public Administration; principles of organization, management, budget, and personnel management;

various financing mechanisms for enterprise operations and rate setting principles.

  • Ability to : Organize, direct, and coordinate the activities of a moderately large department in a manner conducive to full performance and high morale;
  • to work effectively and develop positive relationships with a diverse population and cultures; to delegate authority and responsibility;
  • to schedule and program work on a long-term basis; to communicate clearly and concisely, orally and in writing; to select, supervise, train and evaluate subordinates;

to participate as a team player and collaborate with other departments and agencies; to generate new and creative ideas as a result of visionary and strategic thinking.

QUALIFICATIONS

Minimum Qualifications

Education and Experience

  • Bachelor's Degree in engineering, information technology, computer science, criminal justice. project management, or related field.
  • Three plus years of professional experience in Technology Infrastructure, systems, and application planning and design.
  • 5 years of professional Technology project management in the field of equivalent Technology or Law Enforcement.

Preferred Education & Experience

7 years of professional Technology project management and / or managerial experience in the field of equivalent Technology or Law Enforcement.
