Senior Program Manager - Public Safety Development

Job DescriptionWe're looking for a dynamic program leader who is both detail & security oriented to help lead one of the best & brightest teams of developers.

Ideally, this individual will have a mixed background, having worked in development (5-10+ years) and business functions (5+ years).

Ideally, this person has managed technical programs for early stage companies and products.The Oracle State & Local Global Industry Unit is a brand-new organization that is in the process of designing & developing a suite of SaaS applications for local government markets using cutting edge technologies.

As we grow out our development teams, we are in need of a program manager to lead and refine processes, lead delivery on strategic objectives, and coordinate with our stakeholder community.

No candidates requiring visa sponsorship will be considered.This is a Criminal Justice Information Systems (CJIS) sensitive position and will require a fingerprint-based background investigation, conducted by customer criminal justice agencies, to determine an applicant’s eligibility for access to criminal justice information.

Employees hired for this position will be required to obtain and maintain CJIS access approval by Federal, state, and / or local agencies for Criminal Justice information, related law enforcement databases, and communications systems.

Candidate responsibilities include : Developing, leading and delivering programs that support the goals of the development organizationDelivering large scale project on-time with high quality and attention to detail and focus on securityManage business communications, processes and deliverablesCoordinate with stakeholders to ensure we meet business objectives across the organizationCoordinate with other development team leads & managementPreferred Qualifications : At least 10 years of technical program management, with a preference for having worked in development organizationsAt least 5 years’ experience as a project managerExperience designing, building and operating SaaS applicationsKnowledge of and comfort with technical concepts, terminology and delivery modelsExperience with cloud infrastructure components & services;

OCI a plus, but not requiredExperience with DevOps processes & proceduresStrong knowledge of data structures, algorithms, operating systems, and distributed systems fundamentalsExperience in public safety, public administration or other state & local government a plusExperience working with Agile development frameworksCareer Level - IC4ResponsibilitiesIdentifies, prioritizes, and successfully executes a broad portfolio of functional initiatives and programs.

Plans and directs schedules for multiple programs running simultaneously. Partners closely with global cross-functional teams to understand and capture requirements for programs.

Navigates complex dependencies between cross-functional teams and organizational priorities to optimize the critical path and addresses & mitigates risks.

Effectively influences internal and external teams to prioritize; Drives mitigation plans and ensures ownership for each item and regular follow up through to program closure while ensuring resolution of risk and issues, escalating, as necessary.

Provides rigorous management and analysis of overall portfolio budget (including spend and forecasted spend vs. budget, spend per program and historical trends, etc.

Establishes scalable frameworks (process, tools, etc.) for the end-to-end project and manages stakeholders applying project management standards and documentation best practices.

Runs standups and sprint planning exercises for programs owned. Builds and maintains consistent reporting across numerous programs.

Determines methods and procedures on new assignments and may coordinate activities of other personnel. Performs other duties as assigned.

Range and benefit information provided in this posting are specific to the stated locations onlyUS : Hiring Range : from $97,400 to $199,500 per annum.

Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

11 paid holidaysPaid sick leave : 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
