Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut.

Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors.

Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Reporting to the Deputy Vice President of Programs, the Assistant Vice President , Programs oversees an existing portfolio of transitional housing programs with approximately 400 beds across four to five locations in either Brooklyn, Queens, and / or Manhattan .

The Assistant Vice President supervises a team of Program Directors and other leadership staff. The Assistant Vice President provides leadership within the department and the largerorganization.

The Assistant Vice President collaborates with other departments within Breaking Ground andrepresent Breaking Ground to a broad array of external stakehold e r s .

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Oversee and support team to ensure high caliber and sustainable service provisions including the achievement of program outcome measures and reporting requirements;

contracts compliance; observance of safety and security protocols; responsible budget management; and adherence to policies and procedures

Support staff development through communication strategies that increase organizational awareness, accountability, and collaboration .

This work is done in partnership with teams and Human Resources and focuses on staff performance management and development

  • Oversee financial management of the portfolio to promote fiscal responsibility and ensure profitable operations, including preparation of startup, short and long-term budgets, ongoing financial monitoring, and recommending adjustments, such as budget modifications and reserve draw downs
  • Support day-to-day activities of the portfolio, including crisis and incident management, by collaborating with key stakeholders including department leadership and onsite medical and psychiatric providers / agency Medical Director
  • Achieve and maintain excellent working relationships with colleagues throughout the organization, leading to mutually understood and agreed upon priorities and collaborative problem solving
  • Lead and participate in activities that advance Breaking Ground’s mission, including program development and innovation, the creation and implementation of policies and procedures, and defining best practices
  • Perform other duties as assigned

MINIMUM QUALIFICATIONS :

  • Master’s degree in Social Work or related field
  • Familiar with local and state transitional housing regulations
  • Familiarity with DHS, HRA, DOHMH, OTDA, and other community stakeholders related to street homeless and transitional housing in New York City
  • 5 years of experience in homeless services, social service delivery, homelessness policy, or programming development
  • 5 years of experience in a managerial or supervisory c apacity
  • Demonstrated ability to effectively interface with government agencies
  • Ability to manage multiple significant priorities, including complex and time sensitive projects
  • Strong leadership skills, excellent communication skills, and commitment to problem solving and creative thinking
  • Demonstrated ability to effectively interface with a broad array of stakeholders
  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams
