Job Summary :

Chief Financial Officer for PACE Organization of Rhode Island and has oversight to all accounting functions, financial reporting, analysis, banking and related activities.

Job Responsibilities :

  • Prepares financial reports
  • Monthly financial statement preparation (backup)
  • Quarterly financial statement preparation for CMS and financial institution
  • Annual financial statement preparation for audit
  • Other financial reports as necessary such as tax filing, State reports, Part D bid calculations
  • Communicates to the Board as required by Bylaws
  • Oversight of Annual Audit
  • Coordinates and schedules audit with independent audit firm
  • Prepares all planning and fieldwork items requested including but not limited to planning schedules, confirmations, fieldwork templates and spreadsheets, financial statement footnotes and other disclosures as required by GAAP
  • Provides supervision and training of accounting staff
  • Analyzes and monitors daily cash flow position :
  • Assists with the adjudication of claims using fee schedules, internal contracts and other necessary sources
  • Facilitates vendor denials and appeals, including obtaining Senior Management approvals, notification of vendors and participants (as necessary)
  • Oversees payroll processing, ensures cash availability, proper accruals and other benefit administrative reporting as requested
  • Maintains capital expenditure requests and approves, with CEO, as cash becomes available
  • Creates bi-weekly check runs to vendors from A / P
  • Contract Management
  • Oversight of preparation of new contracts, rate sheets and amendments
  • Oversees and manages negotiations with vendors
  • Oversees the coordination and performance of annual contract review process in compliance with CMS regulation
  • Oversight and preparation of budget and accounting system for PACE
  • Prepares annual budget
  • Prepares departmental budgets
  • Prepares and posts all non-recurring journal entries
  • Oversees the performances of bank statement reconciliations
  • Oversees the posting of cash receipts
  • Reviews all detailed transactions, as required, to ensure the accuracy of month end and annual financial statement reporting
  • Maintains relationships with banks, lending organizations, insurers, and related financing parties
  • Monthly reporting to primary lender and all other financial institution relationships
  • Primary contact for all Representative Payee applications, transactions, and reconciliations
  • Liaison to SSA as necessary related to Representative Payee and DHS related questions
  • Provides sound fiscal planning and management to the organization
  • Management of the Benchmark Grid
  • Strategic planning, fiscal projections and other Senior Management level analysis as requested
  • Committee participation (Finance) and other internal meetings as requested
  • Provides oversight to information system technology consultants and works with program directors to ensure PACE has a reliable and useful system
  • Directs communication regarding hardware and software needs
  • Works with NPA and other outside agencies to ensure compliance with CMS requests and regulations (i.e. Encounter Data Reporting, EMR incentives, ECRS transition, etc)
  • Evaluates new IT solutions in conjunction with IT committee (co-chair)
  • Stays informed to regulations and practices that govern the PACE program activities.
  • Completes employee evaluations in a timely manner.
  • Creates and implements departmental audit system to identify areas of non-compliance and opportunities for quality improvement;

use data to inform decision making and action steps.

Performs other related duties as required and assigned.

Required Skills & Abilities :

Ability to maintain confidentiality

Proficiency with MS Office Suite or similar software

Ability to read, write and comprehend English

Ability to maintain sound judgement under stress and communicate effectively

Ability to read, interpret, and apply policies, procedures, laws, and regulations

Education Requirements

Bachelor's Degree, Required

Master's Degree, Preferred

Physical Requirements

Must be able to tolerate prolonged periods sitting at a desk and working on a computer.

Must be able to lift up to 10 pounds and at times up to 20 pounds.

Must be able to navigate various departments of the organization's physical premises as well as related community care settings.

Must be able to tolerate conditions typically associated within a medical office and / or home care setting including potential exposure to bloodborne pathogens and infectious diseases.

Experience

10 years of Financial Management Experience, Required

5 years of Staff Management Experience, Required

5 years of financial management experience with a health care organization, Preferred

1 year of experience working with a frail or elderly population, Preferred

License & Certification Requirements

None

Position Requirements

Driver's License & access to reliable transportation : community-based travel required.
