Description

Episcopal Community Services is expanding their Mainstream Voucher (MSV) program. MSV is a Section 8 Housing Choice Voucher for disabled adults who are experiencing homelessness.

Applicants are approved by the San Francisco Housing Authority. ECS is responsible for application assistance, outreach and, once the participant is housed, providing housing stabilization services for up to two years.

Housing location and subsidy administration is provided by a community partner.

SUMMARY OF DUTIES AND RESPONSIBILITIES

The Scattered Site Permanent Supportive Housing Manager will oversee the Mainstream Voucher Program to successfully meet the goals outlined in the grant agreements.

The Scattered Site Permanent Supportive Housing Manager is responsible for meeting with program partners and funders to ensure programs are remaining on target.

The Scattered Site Permanent Supportive Housing Manager is responsible for supervising the staff who support MSV participants.

  • Hire, train, support, develop, evaluate, and when necessary, partner with HR regarding performance concerns.
  • Directly supervise a team of Housing Navigation Specialists.
  • Manage the collaboration among ECS, the San Francisco Department of Homelessness and

Supportive Housing, San Francisco Housing Authority, Brilliant Corners, and other community partners.

  • Manage the day-to-day operations of the Mainstream Voucher Program.
  • Together with the Director of Housing Stability and Partnerships, develop and propose to funders programmatic and operational changes to support the goals of the program.
  • Work within and promote the integrated services team model in an environment dedicated to harm reduction, recovery, and wellness.
  • Follow policies, procedures, and protocols established by ECS and the Department of Homelessness and Supportive Housing.
  • Complete required reports and documentation outlined in the grant agreements.
  • Participate in ensuring confidentiality of participant information as legally required.
  • Perform other duties as assigned.

Qualifications

REQUIREMENTS :

  • Bachelors degree in human services, policy, public health, public administration, or related business field OR : equivalent experience.
  • Advanced knowledge of the homeless service system in San Francisco preferred.
  • Knowledge of housing laws and tenant rights.
  • Strong working knowledge of the mental health, physical health, educational, vocational, cultural, and developmental needs of adults experiencing homelessness in a diverse and multi-cultural environment.
  • Knowledge of, and commitment to, client-centric services delivery including harm reduction,

trauma-informed care, cultural sensitivity, housing first and motivational practices.

  • Excellent verbal and written communication skills.
  • Collaborative work style, initiative, and flexibility; demonstrated ability to work independently and effectively as an individual and part of a team.
  • Financial management competence, personnel development skills, and computer proficiency.
  • Proactive, self-motivated, resourceful / adaptable, and creative in the planning process; able to manage multiple tasks and adjust quickly to changing priorities, and to effectively resolve and cope with immediate crisis situations.
  • Possess a friendly attitude, customer service mentality, intellectual curiosity, imaginative and visionary outlook, and a good sense of humor.
  • Professional and discreet demeanor with good interpersonal skills; ability to handle confidential information, tactful, respectful, discrete.
  • Commitment to ECS mission and to its organizational values.
  • Highest level of integrity.
  • Must have the ability to welcome and respect co-workers and participant populations as unique individuals with different backgrounds, perspectives, skill sets, life experiences, and knowledge bases.
  • Lived experienced preferred, but not necessary.

OTHER :

Must secure finger image screening and annual TB screening. Must be able to meet physical

requirements of the position which may include long periods at a desk and / or computer workstation,

daily travel to various sites, and lifting of up to 25 lbs.
