PROCUREMENT/PURCHASING MANAGER I
Salary : Position Grade : Department : Job Type : Examination Number : Location : Incumbents in this position oversee the work of purchasing, inventory, and / or mail service for a City department.
Essential Functions and Responsibilities ?%3Co : p%3E ?%3Co : p%3E ?Answers questions regarding contracts or bid specifications.
- Resolves disputed issues regarding purchases. ?Works with city departments on potential contract bids. ?Conducts training sessions with departments on requests for specifications.
- Helps buyers form bid specifications as requested / required by City departments. ?Meets with City department heads and appointing authorities to discuss vendor issues.
- May manage the City Mail Service for city departments. May supervise City Mail Service supervisor and staff. Knowledge, Skills, and Abilities ?
Data Utilization : Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise.
Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
Human Interaction : Requires the ability to provide first line supervision to supervisors and staff. Ability to persuade, convince, and train others.
Ability to advise and provide interpretation to city department heads and supervisors regarding the application of policies, procedures and standards to specific situations.
- Equipment, Machinery, Tools and Materials Use : Requires the ability to operate, maneuver and / or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, calculator, and a vehicle, and / or materials used in performing essential functions.
- Verbal Aptitude : Requires the ability to utilize a variety of advisory data and information such as financial statements, management systems reports, surveys, graphs, logs, trade materials, statutes, procedures, guidelines and non-routine correspondence.
- Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages;

- Physical Requirements : Tasks involve the ability to exert light physical effort in sedentary to light work that may include some lifting, pushing, and pulling of moderately heavy objects and materials, twenty to fifty pounds.
Tasks may involve extended periods of visual concentration at a keyboard or workstation. ?Sensory Requirements : Requires the ability to recognize and identify individual characteristics of colors, shapes, and sounds associated with job-related objects, materials and tasks.

A Bachelor%26rsquo;s degree in Business or Public Administration, Purchasing, Materials Management, or a related field; plus three years of purchasing / procurement experience.
