POSITION SUMMARY :
This is a non-exempt position responsible for the processing of assigned applicants and participants for the Housing Choice Voucher program, processing unit owner-related documents for new admission and moves within the Housing Choice Voucher program in a manner that provides responsive customer service, accurate information, and complies with program requirements.
MINIMUM QUALIFICATIONS :
Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a High School Diploma and two (2) years of experience preferably related to administration of the Housing Choice Voucher or the affordable housing programs.
Must obtain a Section 8 Eligibility Certification and a Rent Calculation Certification within twelve (12) months of employment.
A minimum passing rate of 70% must be obtained during the first year of employment and a minimum passing rate of 80% as a condition of continued employment is required.
- Ability to process unit owners' documents for new units within the Housing Choice Voucher program. Documents include Request for Tenancy Approval (RFTA), leases, Housing Assistant Payment (HAP) contracts, proof of ownership and other SLHA forms.
- Ability to prepare and organize documents for conducting applicant briefing interviews and verifies applicants to determine the necessary data to process eligibility, complaints and other program requirements.
The necessary data includes but is not limited to; waiting list preference verification, family composition, personal data, income sources, income values, eligibility briefing, bedroom size determination, and voucher issuance in strict accordance with the file organization protocol requirements.
Ability to verify and correctly determine annual adjusted income for each applicant with an accuracy rate of 95% or greater.
Verifying and correctly determining the annual adjusted income includes but is not limited to using the proper third-party income verification hierarchy, correctly calculating the income, correctly adjusting the income for allowance deductions, correctly calculating income from declared assets and correctly calculating utility allowances.
- Ability to correctly determine the tenant rent for each applicant with an accuracy rate of 98% or greater. Correctly determining the tenant rent includes but is not limited to using the proper third-party income verification hierarchy, correctly calculating the income, correctly adjusting the income for allowance deductions, correctly calculating income from declared assets and correctly calculating utility allowances.
- Ability to assist in review of the waiting list by verifying specific waiting list information including but not limited to;
client status, housing status and preference point assignment to assure waiting list data is accurate, intents to vacate, evictions, inspections, action notifications, voucher issuance and program terminations.
- Ability to accurately enter and retrieve data from the SLHA computer system in a manner that produces an accuracy rate of 98% for transmission of the data to HUD on the PIC system and produces timely accurate payments to landlords.
- Skill in providing information to applicants, participants and landlords regarding the requirements of the Housing Choice Voucher program in a manner consistent with the HUD requirements and SLHA policies and requirements.
- Skill in interpreting or seeks assistance in the interpretation of SLHA's policies and HUD requirements in a manner that provides correct information to applicants 95% of the time.
- Ability to maintain attendance in accordance with SLHA Personnel Policy requirements.
- Skill in providing reports and information in accordance with supervisor's or director's request.
- Skill in communicating clearly both verbally and in writing, completes all reports legibly.
- Skill in performing accurate mathematical computations.
- Good spelling and grammatical skills.
- Skill in the use of a personal computer and various software packages.
- Ability to type 30 wpm.
- Must have and maintain a current driver's license and be insurable under the Authority's automobile insurance.
