Description

The Massachusetts Department of Public Health (DPH) seeks an experienced security leader to serve as our Security Team Specialist Supervisor.

The incumbent in this position assists the Security and Life Safety Coordinator and Security Team Chief in providing accountable first line supervision of Security Specialists and contracted security to maintain a secure and safe campus.

The Security Team Specialist Supervisor exercises direct supervision, assigns work to and reviews the performance of Security Team Specialist I and Security personnel, performs related administrative duties such as maintaining liaison with administrative and facilities management personnel, as well as provides on-the-job training to subordinates personally or through referral to assigned related educational programs.

This position is a uniformed member of the officer corps and expected to execute various patrol duties of the campus buildings and adjacent areas and perform related Security Team Specialist work as required.

Duties and Responsibilities (these duties are a general summary and not all inclusive) :

  • Assist the Security and Life Safety Coordinator and Security Team Chief in providing first line supervision of Security Specialists and Security Officers.
  • Assist in the coordination of the maintenance, repair, and installation of all security related systems and equipment with contracted security vendor.
  • Maintain open lines of communication with all assigned Security and Life Safety related contractors.
  • Operate campus electronic security systems, audio-visual equipment, physical security equipment at a supervisory level.
  • Conduct staff meetings, maintain coverage schedule for SSIs and guards, request overtime authorization, prepare periodic reports.
  • Train new or current Security Specialist or Security guards on all related Security and Life Safety tasks.
  • Maintain applicable knowledge of DPH Security and Life Safety SOPs.
  • Patrol assigned campus buildings and adjacent areas on foot to ensure the security of buildings and grounds.
  • Guard against trespass, theft, damage to property, or injury to individuals by screening contraband; and inspecting buildings, grounds, fire lanes and emergency exits for compliance with safety standards to ensure property security.
  • Operate such equipment as two-way radios, public address systems, emergency medical equipment, office machines, computers and security associated equipment.
  • Perform and or supervise the execution of related duties such as : cooperating and sharing information with other agencies;
  • notifying designated personnel of emergencies; writing reports such as activity reports, daily logs, maintaining records on lost and found items, assisting in the evacuation of residents in fire drills;

assisting in firefighting operations, administering first aid to injured persons; and raising lowering flags.

  • Issue and code Electronic Security Identification badges.
  • Maintain and update and review all daily reports.
  • Review all incident reports and supporting documents for quality assurance and file accordingly.
  • Schedule and or work overtime according to proper guidelines to meet mission requirements.
  • Maintain grooming standards consistent with the position of a supervisory position.

Required Qualifications :

  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, identify the capabilities of subordinates and available resources;
  • controlling work through periodic reviews and / or evaluations; determining subordinates' training needs and providing or arranging for such training;

motivating subordinates to work effectively.

  • Able to recognize the need for disciplinary action and either recommending or initiating disciplinary action.
  • Capacity to interact with people who are under physical and / or emotional stress.
  • Knowledge of the types and application of emergency medical procedure such as cardiopulmonary resuscitation.
  • Knowledge of the terminology codes, and standard abbreviations used in connection with radio communications.
  • Experience in the methods and procedures followed in the security of buildings and property.
  • Capability to communicate and work effectively with diverse groups of people and remain calm and exercise sound judgement in emergency, stressful, dangerous and / or emotionally charged situations.
  • Ability to exercise discretion in handling confidential information.

Preferred Qualifications :

  • Skilled in state government facilities management policies.
  • Knowledge of Life safety policies and procedures.
  • Ability to master new technologies and apply to daily work.
  • Understanding of the types and uses of agency forms.
  • Grasp of general Security practices and procedures.
  • Knowledge of Safety / Security computer systems.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS) :

The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease.

These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).

Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors.

BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau.

Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.

The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease.

The SPHL is an active partner in joint activities with other bureaus / agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety.

The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory.

SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).
