PURPOSE OF THE POSITION

IntraHealth is recruiting a Deputy Chief of Party / Technical Director (DCOP) for an anticipated five-year USAID integrated health services project ($25-50M) in Burkina Faso (BF HSD).

This position will be based in Ouagadougou, Burkina Faso.

The Deputy Chief of Party / Technical Director will collaborate with the Project Leader to ensure the project's technical leadership, aiming to improve access to and quality of health services, including Family Planning / Reproductive Health (FP / RH), Maternal, Neonatal, and Child Health (MNCH), Malaria, and Nutrition in Burkina Faso.

This position will be supervised by the Chief of Party and will act as an interim leader when needed. The candidate should have strong project management skills, advocacy, and strategic planning experience, and experience in preparing and planning the implementation of innovations.

They should have the ability to establish and maintain professional relationships with the government and other stakeholders at national, regional, and district levels.

Additionally, the candidate must have supervisory skills and experience working with staff and stakeholders. Proficiency in French and strong English skills are required.

This position is subject to the availability of funds and USAID approval.

MAIN RESPONSIBILITIES

  • Provide technical leadership and guide strategies and the implementation of high-impact practices in FP / RH, MNCH, malaria, and nutrition.
  • Offer top-tier technical expertise in integrated services, with operational strategies and policies to facilitate implementation in the public sector.
  • Lead technical and strategic support with USAID, the Ministry of Health in Burkina Faso, medical regions, health districts, and other technical and financial partners to ensure strategy synergy.
  • Initiate and facilitate regular technical meetings to review program implementation and identify measures to overcome obstacles and limitations to project implementation and quality improvement of deliverables.
  • Lead the documentation and sharing of knowledge and lessons learned from the implementation of key programs within IntraHealth and the country.
  • Report to the Team Leader on the project's progress against the program's strategic objectives, with regular reports on a monthly, quarterly, and annual basis.
  • Work with the Director of Monitoring, Evaluation, and Learning to ensure data analysis for decision-making at all levels.
  • Ensure that daily program implementation activities proceed as planned and that reports, new plans, and budgets are prepared in time to obtain necessary approvals.
  • Collaborate with the Team Leader to provide technical and administrative support in all aspects of the project and perform any tasks assigned by the Project Leader.
  • Supervise and represent the project in the absence of the Team Leader.

MINIMUM REQUIREMENTS

Education & Experience

  • Hold a minimum of a master’s degree (Bac+5) in public health, public administration, sociology, education, or another relevant development field.
  • Have at least ten (10) years of experience in a teaching / training role in organizational development, with significant experience in developing and implementing a wide range of pedagogical methods.
  • At least five (5) years of experience working in senior roles in USAID-funded project management.
  • Proven experience in managing and directly supervising teams and technical staff.
  • At least five (5) years of experience in public health programs in the Francophone Africa region.
  • Fluency in French and English, both written and oral (4S / 4R).
  • Experience in Burkina Faso preferred.
  • Experience in fragile and conflict-affected environments.

Other Requirements

  • Experience in sustainable development with certification systems for quality assurance (public or private infrastructures).
  • Knowledge of USAID rules and regulations and / or experience working on a USAID-funded project.
  • Experience working within a consortium of implementing organizations, including ministries of health and other stakeholders.
  • Experience in policy analysis and change as well as high-level advocacy and communication.
  • Having lived and worked in West African countries.
  • Burkinabe or ECOWAS nationals are strongly preferred.
