General Statement

Assists in the implementation of the District's Affirmative Action policies to ensure compliance with Federal, State and District Affirmative Action and Equal Employment Opportunity laws, regulations and requirements and supervises professional staff.

  • Provides technical assistance to various internal divisions in developing specifications to include opportunities for Minority, Women-owned and Small Business Enterprises.
  • Conducts detailed reviews of Minority, Women-owned and Small Business Enterprises identified to participate in District contracts and prepares related reports.
  • Reviews contract agreements between contractors and Minority, Women-owned and Small Business Enterprise sub-contractors and ensures adherence to requirements.
  • Conducts compliance reviews; participates in construction site visits, interviews and head-counts; audits documentation and ensures compliance to Affirmative Action requirements.
  • Assembles quarterly and semi-annual reports concerning contractor activities and compliance with current Federal and State requirements;

presents budgetary information.

  • Monitors computer operations for Affirmative Action systems.
  • Conducts conciliations, hearings and meetings to investigate Affirmative Action disputes.
  • Serves as a liaison between the District and community and business organizations; provides advice regarding complex contract issues;

participates in community outreach functions.

  • Reviews existing Affirmative Action programs and recommends revisions to Affirmative Action Ordinances.
  • Participates in a variety of special projects such as presentations and research projects.
  • Assigns, supervises and reviews work; ensures staff compliance with District policies and procedures including Personnel Rules and Administrative Procedures;

completes performance reviews; addresses employee complaints and grievances; may recommend employment actions such as hiring, transfer, suspension, promotion or discharge.

Other Job Functions

  • Attends pre-bid meetings, disseminates information regarding Affirmative Action requirements and answers inquiries.
  • Attends preconstruction meetings providing information regarding Affirmative Action and informs contractors of the review process.
  • Acts on behalf of the Diversity Administrator as needed.
  • Performs other duties as assigned.

Environmental Conditions

Work is performed in a typical office environment and requires the use of standard office equipment including computers.

Duties performed outside of the office, such as meetings and site visits, require the operation of a motor vehicle.

Desirable Knowledge, Skills and Abilities

  • Considerable knowledge of Federal and State Equal Employment Opportunity, Affirmative Action, and Minority Business Enterprise laws, regulations, and Executive Orders.
  • Considerable knowledge of District ordinances and policies on Affirmative Action.
  • Some knowledge of supervisory principles and practices.
  • Some knowledge in the use and understanding of computer software related to contract compliance.
  • Basic mathematical skills.
  • Basic skills in statistical methods related to contract compliance assessment.
  • Ability to communicate effectively, orally and in writing.

Absolute Requirements

Possession of a valid driver’s license.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in business or public administration, construction management or a related field and four years of full-time experience involving monitoring and reviewing affirmative action programs for compliance with state and federal regulations concerned with increased opportunities for the participation of minority, women's and small business enterprises in government contracts.

Substitution

Additional experience may be substituted for the required education on a year-for-year basis.

Promotional Requirement

  • Two years of service with the District as a Compliance Officer or Diversity Officer.
  • Civil service status in one of the foregoing classifications.
