Nature of Work
This is a GIS Analyst / Programmer position for a highly motivated individual who is skilled in systems analysis and design, and implementation of complex systems in the automation of City functions as well as having full life cycle experience developing Geographic Information System (GIS) Client-Server and Web-enabled MS-SQL database-driven applications.
The employee may be assigned to a variety of tasks related to the creation, modification, or maintenance of systems, e.g.
programming, user training, and / or to provide system support to users of various City-wide applications including all third party software packages supported by the GIS Section of the Public Works Department.
Illustrative Examples of Essential Duties
- Designs, modifies, develops, writes and implements software programming applications.
- Facilitates entire development lifecycle including analysis, design, testing and implementation.
- Participates in fact finding interviews (Joint Action Development JAD) to gather information; applies current state-of-the-art technology to effect solution of problems;
arrives at design objectives and requirements.
- Translates system requirements into record layouts and / or process flow diagrams, and prepares specifications for new information systems and / or improvements.
- Organizes, performs and / or directs feasibility studies, systems analysis, system design, evaluation of operational systems, cost / benefit analysis, schedules resources and costs;
makes formal written and / or verbal presentations of findings, recommendations and specifications.
- Participates in the testing process through test review and analysis, test witnessing and certification of software.
- Develops application programs using multi-tiered environment.
- Debugs Infrastructure Applications / Software problems.
- Reviews security for problems.
- Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installation to support an organization's application systems.
- Consults with users to identify current operating procedures and to clarify program objectives.
- May be expected to write documentation to describe program development, logic, coding, and corrections.
- Writes manual for users to describe operating procedures.
- Develops and implements database tables including normalization.
- Develops front-end web interfaces using Microsoft Technologies
- Develops queries and stored procedures.
- Provides full life cycle development including data gathering, defining objectives, preparing time estimates, identification of problems and defining their solutions, translating system requirements into scope of work (SOW), presenting recommendations and specifications and specifications in written and / or verbal presentations.
- Provides system documentation and maintains system enhancements and / or modifications through change management protocol.
- Provides training to end-users
- Analyzes system or application usage and plan for growth or increases in network capacity.
- Manages and / or provides guidance to junior members of the team.
- Performs related duties as assigned.
Minimum Requirements
Bachelor's Degree from an accredited college or university with major course work in Computer Science, Management Information Systems or related field.
Five (5) years equivalent work experience as a Programmer / Systems Analyst.
Full systems development life cycle experience developing applications in a three tier environment (Client, Application, Database).
Experience as well with data management and in developing web-enabled applications using C#, ASP.Net, SQL Reporting Services, and Windows Web Services
Other combinations of experience and educations that meet the minimum requirements may be substituted.
Demonstrated ability to provide high quality service within constrained resources in a multi-use environment.
Physical Requirements :
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, computer, calculator, copier, and fax machine.
Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools and to handle other computer components.
Sitting for extended periods of time. Some standing, walking, moving, climbing, carrying, bending, kneeling, reaching, handling, pushing and pulling.
On call availability for a minimum of seven (7) days per month.
