Period of Performance : Six (6) months, with a six (6) month option to extend (upon full execution of work order, the District will follow up with a formal work order and purchase order indicating the firm project start date.)

Minimum Qualifications : The minimum qualifications are as follows :
The proposed candidate must have 5 years of experience building complex .NET web applications, API services, functions, workflow, and SQL queries with T-SQL and PL / SQL stored procedures.
Experience in the following area(s) is required :
5 years of ASP.NET / MVC
5 years of C# Programming
5 years of REST / SOAP API and web services design
3 years of modern / mobile responsive front-end development using JavaScript, JQuery, Bootstrap, HTML5, CSS3
5 years of Angular
3 years of Entity Framework and SQL Server 2012 or higher database
5 years of .NET Core
Proposed candidate must have a BS / BA degree in computer science, information technology, or related field. Additional qualifying experience may be substituted for the required degree on a year-for-year basis.

GENERAL : LAUSD intends to use the results of this solicitation process to award work order(s) to the responsive / responsible proposer(s) for Senior .
NET Developers. The Senior .NET Developer will demonstrate in-depth knowledge, analysis, and leadership of stated requirements and ensure all assigned aspects of the system development tasks are delivered as planned in a fast-paced environment.
Each Senior .Net Developer will be assigned to work separately on various district applications such as the Payment Portal App, LAUSD Mobile app, BTB app, MiSiS support related work in summer school, virtual academy, enrollment system and parent portal with directives coming from each of the application s sponsor.
- The Senior .NET Developer must demonstrate advanced analytical, evaluation and problem resolution skills to effectively implement and resolve matters;
- must be proficient and demonstrate expertise to develop mission critical, high volume web- based and cloud- based systems;
must possess advanced computer system analysis and design skills in current technical methodologies and with a variety of NET 4.
5 (or above) framework technologies including C#, ASP.NET, MVC framework, WebForms, Web services, JavaScript, Ajax, jQuery, Razor, multithreading, MS SQL server, Oracle database, and possess minimum 5 years of experience with internet UI modern software development (HTML 5, CSS 3, Bootstrap, etc.
Experiences in Azure development and cloud host solution is a plus. The Senior .NET Developer further provides expertise in determining the strategic technical direction for project initiatives;
must possess effective communication skills to work with other developers, IT teams, and business sponsors. Presentation skills are required to provide demos and effective knowledge transfer of the project implementation to targeted audiences.
REQUIREMENTS

Good verbal and written communication skills.

DUTIES include :
Effectively complete applications development by coordinating requirements, schedules and activities; troubleshooting development and production support issues across multiple environments and platforms.
Lead the system design and development methodologies and toolset to deliver a modernized webbased system application.
Perform unit, integration, and load testing of complex websites, systems integration and applications interfaces.
Lead role in the design and implementation of databases architecture, as well as expert management of data loads and data quality assurance.
Gather customer software requirements and proposed best software solution and technologies to address business needs.
Lead role in establishing and implementing consistent standards, practices, and procedures that will facilitate a high-quality application delivery to district users.
Effectively work with project management, leadership and business users to provide time estimates, schedules for projects and any change revisions, communicating regularly with department management and functional users on project requirements, activities and status.
Participate in application design strategy and team code review meetings.
Provide mentoring as lead to other team members as needed.
Ensure knowledge transfer and documentation of all facets of the system application for team members and develop user guide and assistance tools to end users.
WORK SCHEDULE : The resource(s) shall be available to begin work upon full execution of the agreement. Standard work hours will be Monday through Friday between 8 : 30 am to 5 : 00 pm unless other arrangements are mutually agreed upon.
The actual schedule may be adjusted based on project needs by the sponsor.
OTHERS : For the duration of the project, the proposed firm and / or resource are expected to bring their own laptop computer equipped with appropriate project development tools like Visual Studio, and project collaboration tools like MS Teams, Microsoft Word, Excel, SharePoint, etc.
A performance review will be conducted by the District to ensure services are performed satisfactorily by the Contractor and its resource.
Contractor will be notified by the District of their performance. If the review is unsatisfactory, the contractor will be required to submit a corrective action plan to address the deficiencies.
If the performance is not improved, the contract will not be renewed and the option years will not be exercised.
