POSITION OVERVIEW

Performs aviation facilities management, operational and administrative duties. The scope of this position encompasses responsibilities primarily airside operations but is also trained to support landside operations.

Primary duties include supervising airport facilities, safety programs, security functions, and managing the personnel and programs that ensure compliance with the Federal Aviation Administration (FAA) and other federal, state, and city regulations.

He / she supervises and directs the work of the Airport Operations Supervisors. This position requires the individual to react quickly and calmly to protect persons, property and ensure compliance during irregular operations and emergencies.

Requires effective skills to lead and motivate a diverse staff, exercises considerable independent judgment and initiative, and maintains effective working relationships with

stakeholders and the public.

COMPENSATION : $75,000 and up based on experience

POSITION ACCOUNTABILITIES

Ensures compliance with the federal and state regulations; supervises development and maintenance of the

airport policies / procedures, Airport Certification Manual, Wildlife Hazard Management Plan, Airport Emergency Plan, Airport Security Plan, and Movement Area Drivers Training Program, etc.

  • Resolves operational issues involving airline passengers, airport guests, tenants, public safety, and security.
  • Manages the personnel and programs to comply with Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations required to operate a commercial airport.
  • Responds to and participates in airport emergencies and irregular operations. Establishes priorities and makes timely decisions under stressful conditions to emergencies and incidents of various size, scope, and scale.
  • Supervises and conducts the inspection of airport facilities, including runways, taxiways, apron areas, gate positions, terminal buildings, and service roads to ensure safe and efficient operation.
  • Coordinates with airport tenants and stakeholders for impacts on operations. Works closely with multiple internal and external customers to develop plans of action and response to various issues including but not limited to, security, access control, construction, airside capacity and response, and rule enforcement.
  • Oversees the inspection of airport facilities, apron areas, gate positions, terminal buildings, roadways, and ground transportation lots to ensure safe and efficient operation and any other areas as directed.
  • Inspects and / or reviews inspection reports of airport facilities such as runways, buildings, lighting, etc. to determine repairs, replacement, or improvements required.
  • Oversees all construction projects located within the air operations area.
  • Demonstrates effective written & verbal communication and positive public relations with the ability to effectively handle potentially confrontational situations.
  • Oversees events that occur in the air operations area; monitors and ensures conformance with all applicable regulations and ordinances;

initiates corrective action.

  • Maintains liaison with the Federal Aviation Administration, air traffic control tower, certification inspectors, airlines, airport tenants, and others.
  • Resolves operational issues involving public safety and security.
  • Serves as the primary airport point of contact for after-hours emergencies and irregular operations.
  • Provide information to representatives of various agencies, groups, governmental officials, and employee to explain and interpret airport regulations and procedures.
  • Embody the guiding principles of the department as outlined in the TPA Airport Operations Rules of Our Road .
  • Performs other related duties as required.

MINIMUM QUALIFICATIONS

A Bachelor's degree and 2 years of commercial airport FAR Part 139 experience for a small, medium, or large hub airport as listed in the Federal Aviation Administration guide or a minimum of 5 years of commercial airport FAR Part 139 experience in a small, medium, or large hub airport or an equivalent combination of education and relevant work / industry / military / job specific experience that provides the necessary

knowledge, skills and abilities to successfully perform the essential job duties. Experience must be related to airport management, operations, safety, and security.

  • AAAE C.M. and / or ACE Operations credential (Preferred)
  • Must currently hold or obtain, within 1 year of employment, the AAAE Certified Member (C.M.) credential.
  • Valid Driver's License
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.
  • Obtain and maintain position-appropriate NIMS & emergency management training.
  • Maintain Ramp and Movement Area (MAT) driving privileges.

JOB SPECIFIC COMPETENCIES

  • Understand and implement appropriate Federal Aviation Administration regulations and advisory circulars as they apply to FAR Part 139.
  • Be able to adapt and thrive in a rapidly changing and evolving department.
  • Considerable knowledge of policies and procedures of the Department of Operations.
  • Considerable knowledge of Federal, State, and Aviation Authority rules and regulations governing the use and operation of airports.
  • Ability to perform independently and make critical decisions under stressful / demanding situations.
  • Ability to analyze situations quickly and objectively and determine a proper course of action to be taken in emergency / urgent situations.
  • Ability to use firearms in accordance with the airport's Wildlife Hazard Management Plan.
  • Organize and direct the work of multiple staff in a complex operating environment.
  • Collaborate with other Airport departments.
  • Manage and motivate employees from diverse professional backgrounds, educational levels, specializations, and affiliations.
  • Speak before large and small groups within the Authority and in the community, to instruct subordinates in the performance of their duties, and to use a two-way radio effectively.
  • Manage multi-agency, multifunctional teams, create / develop / manage complex projects.
  • Make effective decisions regarding Airside Operations during intense or emergency-related situations.
  • Listen and communicate effectively.
  • Develop a variety of aviation-related policies, procedures and establish protocols for the same.
  • Exercise tact, self-restraint, judgment, and strategy in dealing with a variety of people, including appointed and elected public officials.
  • Ability to write grammatically correct reports, memoranda, directives, and letters to inform tenants, staff, and others of airside policies and procedures.
  • Organize time, personnel, and equipment to achieve objectives.
  • Ability to plan and coordinate multiple activities occurring simultaneously.
  • Ability to use a computer and related software.

SUPERVISORY RESPONSIBILITIES

  • Directly supervise a staff of at a minimum of one; indirectly supervises a staff of approximately six.
  • Provides supervisory oversight to many entities outside the department to ensure airport operations remain unencumbered.
  • Oversees the professional development of staff to support their overall engagement, growth, and goal achievement.
  • Have the ability to employ soft skills and foster strong and productive relationships within the core working

group and across departments and verticals.

Deliver employee performance reviews by established dates.

PHYSICAL REQUIREMENTS

  • Must be able to lift and / or move up to 50-75 pounds.
  • Must be able to work in inclement weather conditions.
  • Must be able to operate a vehicle for extended periods.
  • Must be able to work on various assignments. Exposure to chemicals, fumes, solvents, machinery, moving objects / vehicles, dust, slippery / uneven surfaces, confined spaces, and excessive noise (amount of exposure varies based on assignment).

GENERAL INFORMATION :

Shifts are a combination of 8hr to 10hr in length and cover 24hr 365 days a year. There is also a relief shift, which is primarily used to cover vacation requests for the aforementioned shifts.

Shifts rotate, allowing all to work each shift. This position could be assigned to either airfield or terminal operations duty shifts.

Hours and scheduled days are subject to change and the position is salaried. All who fill this role will be assigned a shift, which will include holidays, and will be required to report back to work during emergencies, urgent situations, special events, and inclement weather.
