PROJECT COORDINATOR - ADMINISTRATION
Job Description :
Easton Housing Authority (EHA) has a full-time opening for the position of Project Coordinator - Administration . This key team member will be responsible for coordination of the Administration Department's project management items related to real estate development and planning, RFP management, contracting, PHA Annual Plan composition, grants management, coordination of resident engagement related to RAD (Rental Assistance Demonstration) Conversions, and external partnerships.
The role involves managing projects effectively from start to finish with minimal supervision, but within close coordination with the Finance team to ensure budgetary compliance, and in close collaboration with multiple EHA teams and external partners.
The ideal candidate must exhibit proven abilities to manage multiple, high-level projects simultaneously, coordinating projects with sharp efficiency, delivering results both on time and within, or below, budget.

This role will report to EHA's Director of Finance, with dotted-line reporting to additional Executive Office leadership.
Salary : $60-70k exempt, commensurate with experience. See total compensation section below for additional benefits.
Responsibilities :
- Real estate development project management and partnership management - notably administrative coordination and partner communication - of the following HUD redevelopment programs : Rental Assistance Demonstration (RAD), Choice Neighborhoods Implementation (CNI), LIHTC (Low-income Housing Tax Credits) in direct collaboration and cooperation with the following key partners : master developer, master architect, various consultants, engineers, and general contractors.
- Develop and maintain relationships and channels of communication with key City of Easton officials, ensuring compliance with city standards and regulations as projects progress.
- Capital Fund (CFP) management and related capital improvement project management, in direct collaboration and cooperation with the Finance team and Maintenance / Property Management teams.
- Oversee and coordinate contracting, negotiation and management of contracts, RFP preparation and coordination.
- PHA Annual and 5-Year Strategic Plan responsibilities : coordination, planning, writing, and submission.
- Seek out, write, and secure grants, in direct collaboration with Finance and related departments / staff with the goal of budget development.
The professional in this position should maintain a pulse on grant / funding opportunities in the pipeline, and proactively work ahead of the curve toward prospective award.
- Ongoing grant management, as necessary, post grant award, in direct collaboration with appropriate staff.
- Seek out and manage / develop existing external, strategic partnerships.
- Conduct predevelopment activities, including but not limited to managing design development, financing applications, and City / State / Federal approvals.
- Review contracts, manage relationships and work progress, and coordinate payment.
- IT and website / digital project management.
- Any other projects or responsibilities assigned.
Additional Position Details :
- Agency Vehicle - While this position does not have a dedicated EHA automobile, this position does have regular access to a business vehicle during business hours, as needed for work-related projects / assignments.
- Supervisory Responsibilities - This position has no direct supervisory responsibilities. But note that there can be room for upward growth for the individual in this position, as related to performance.
Education and Experience :
Minimum two to four (2-4) years of project coordination and / or analyst-level professional experience, working with affordable real estate development and construction management and / or housing authority administrative operations.
Experience, skills, and proven project coordination success should be directly related to many of the items found in the job description and duties above.
- Bachelor's degree in public administration, urban planning, economics, public policy, or a related field is required. Graduate degree (MPA, MBA, MPP) is highly valued, but not required.
- Professional exposure to affordable housing development and Low-Income Housing Tax Credit (LIHTC) experience. Related experience while working for a housing authority is a plus.
- Contract negotiation experience is valued.
- Hands-on exposure to HUD Capital Fund (CFP) management is highly preferred.
- Skilled in effective communication, both orally and in writing. Polished presentation and writing skills are a must.
- Problem solving, strategic thinking and analytical abilities, ability to collaborate with diverse community groups - as demonstrated in previous position(s).
- Advanced emotional intelligence is key.
Preferred Skills and Abilities :
- Advanced application / comfort with MS Office 365 software suite (Word, Outlook, Excel, SharePoint), as well as exposure to CRM cloud-based applications is a must.
- Experience with resident councils or limited equity housing cooperatives.
- Foundational knowledge of HUD regulations, laws, and best practices.
- Experience with effective conflict resolution.
