SALARY RANGE

Managing Director : The starting salary range for this position is $218,500 - 228,400 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $274,080 annualized.

Director : The starting salary range for this position is $181,600 - $193,200 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $231,840, annualized.

Introductory Period : New employees holding regular positions must complete an introductory period of twelve months.

Managing Director Fiber & Telecommunications

This position will be filled at the Managing Director or Director level, contingent upon the experience of the selected candidate.

Overview

The Managing Director or Director Fiber & Telecommunications has responsibility for developing and implementing overall financial and technology strategies to provide highly reliable, financially self-sustaining, and affordable wholesale telecommunications services delivered to retail service providers, and ultimately District customer-owners.

This position also participates in the development of long-term strategies and manages the functionality and reliability of the Chelan PUD's (District) telecommunications infrastructure and systems.

This position collaborates with the business office to design and implement a revenue structure and the associated rates designed to recover the District's ongoing cost of providing reliable fiber service to Chelan County in a competitive market environment.

Establishes and advances business relationship with retail service providers to deliver affordable broadband services. Identify key customers and create collaborative strategies to provide opportunities to serve the needs of the communities.

Responsibilities

Direct the analysis, formulation, and implementation of strategies and policies to provide highly reliable, financially self-sustaining, competitive, and affordable wholesale telecommunication services to including, but not limited to the evaluation of technology necessary to keep the network up to date.

Oversee the design, development, and pricing of wholesale services to retail service providers or other entities to promote financial stability through system growth and increasing overall take-rate.

Lead the fiber and telecom business unit building and maintaining a highly reliable fiber and telecom network for District Operations.

Collaboratively plan, prioritize, and execute wholesale telecommunication operations, maintenance, and build-out activities with other operational groups responsible for delivering the services to achieve high operational reliability, minimize outages, and provide rapid service restoration when outages occur.

Create alignment and teamwork with other operational groups sharing resources and responsibilities associated with District priorities.

Develop business unit governance for cyber-security and systems performance based on industry standards.

Create, develop and maintain relationships to enable the incumbent to a) monitor and influence legislative / regulatory opportunities;

b) monitor and assess changes in the telecom industry which may impact the District operations; c) create opportunities for relationships that will better utilize the District network in order to best position the PUD to compete in a competitive telecom marketplace.

Formulate, develop, and implement departmental business plans, maintenance plans, staffing plans, performance metrics, policies, and procedures in support of the meeting District’s fiber & telecom performance expectations aligned with District Strategy and financial metrics.

Direct the preparation of annual operating and capital budgets in collaboration with the business office and under the direction of the COO.

Establish realistic operating cost and revenue targets. Monitor financial performance of the fiber business unit and provide direction to control costs and / or modify revenue structure and agreements to ensure performance targets are achieved.

Provide external relationship management support to the COO, the General Manager and the Board of Commissioners on fiber & telecom related issues.

Participate in team or committee assignments as directed by the COO. Attend Board meetings and other outside agency meetings as required.

Prepare or review reports, correspondence, studies, and other documents; review action to be presented to Senior Management or the Board of Commissioners;

provide recommendations as requested.

Develop, administer and coach subordinates and the overall organization to achieve superior technical expertise and professional growth in the delivery of exceptional customer service and technically superior operational results.

Provide day to day leadership and direction to the Telecom Engineering, Network Administration and Cyber Security teams.

Direct the negotiation, development, and administration of contracts for purchases and services to support the fiber and telecom operations.

Establish and implement in coordination or negotiation with Customer Utilities service level agreements to deliver field maintenance and construction of the telecom network in accordance with service level standards.

Maintain regular and predictable attendance : Perform related duties and responsibilities as required. Comply with District policies.

Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

As an essential function, drive a motorized vehicle while conducting business on behalf of the District.

This position manages / supervises people. Direct Resources Managed : 2-9. Indirect Resources Managed : 1-10.

Qualifications

Education

Equivalent experience (year for year) may substitute for required education.

Bachelor's Degree (B. S., B. A.) from a four-year college or university preferably in Engineering, Telecommunications, Computer Networking, Information Technology or Business Management or other related field is required.

Experience

Managing Director or Director :

10+ years of experience in a telecommunications field, with five (5) years of experience organizing and directing telecommunication activities;

ideally in a fiber-to-the-home or Internet Service Provider (ISP) environment is required.

Experience managing or performing fiber or telecommunications engineering, system engineering, or closely related work desired.

Managing Director :

3+ years experience directing the work of multiple teams through subordinate managers is also required.

Licenses and Certifications

Valid Driver's License at hire and WA Driver's License within 30 days of hire is required.

  • To perform this job successfully, an individual is required to have basic knowledge of Microsoft Excel, Outlook, PowerPoint, Word, and PeopleSoft HRIS.
  • Also required to have basic knowledge of microwave, trunked radio, VHF / UHF, PDB and SCADA Telemetry technology.
  • Must be proficient in reading, writing and speaking English.
  • This position communicates with the public 5 - 20% of the time. Bilingual fluency in English and Spanish is desired.
