Job Description
This Information Technology Manager II position will be responsible for planning, developing, executing, monitoring and ensuring the successful outcome of applications and IT systems within the Department of Commerce.
The position will be involved in overseeing the software development; consult with management and assist team members with information technology needs in designing software development and ensuring a stable and secure environment within the organization's infrastructure.
The incumbent will report to and receive guidance from the IT Director for the Department of Commerce. This position is a remote work position with the occasional trip into a home office for meetings, trainings or strategy sessions.
Location : This position may be available for partial remote work with at least 2 days in the office. The office is located at Heber Wells Building 160 E 300 S, Salt Lake City, UT.
Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.
All remote work must be performed within Utah.

Retirement - Utah Retirement Systems (URS) : Employees hired on or after than 7 / 1 / 2011 and have never been in the URS retirement system have two options for retirement in the Tier II System.
Employer contributions to your 401(k) are vested after four years.Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7 / 1 / 2011 are in Tier I Public Employees System.
Tier 2 Hybrid Retirement System. Employer contributes an amount equal to 10% of your salary between both plans (pension and 401(k))Tier 2 Defined Contribution Plan.
Employer contributes an amount equal to 10% of your salary to a 401(k) plan only. Employees who have any service credit with an employer covered by the Utah Retirement Systems prior to 7 / 1 / 2011 are in Tier I Public Employees System.
Paid Time Off : Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
Annual leave increases with years of service. There are also 12 paid holidays.

Responsibilities
- Manage one or more agency wide program(s). Determine program goals and objectives and / or chair committees established to support the program.
- Plans and manages projects and / or programs. Writes (or discusses) project / program plan(s), recommendation(s) and / or finding(s).
- Act as a resource for management and staff; provide technical support within the Department of Commerce.
- Meet with vendors and manage the use of existing 3rd party products, evaluate usefulness and cost and make recommendations.
- Supervises subordinate personnel including : hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
- Design software solutions and implement approved software designs.
- Analyze workflow, establish priorities, develop standards and set deadlines.
- Anticipate the impact that new or modified software will have on existing standards and systems.

- Knowledge of IT systems and how they communicate
- Knowledge of the Software Development Life Cycle (SDLC)
- Understanding of agile development methodologies
- Ability to manage projects and prioritize tasks

- Ability to Communicate with IT staff as well as project stakeholders and other business partners
- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Monitoring / Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.
- Managing one's own time and the time of others.
- Motivating, developing, and directing people to foster a positive working environment
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
