Job Description

Under the general direction of the Community Development Director. Performs supervisory work related to the City’s Building Department.

Work involves providing supervision and consultation to Building Division Staff. Work is performed with considerable latitude and independence in decision making within established policies and procedures.

Work is reviewed through oral and written reports, conferences, and results obtained.

ESSENTIAL JOB FUNCTIONS

Assists in the preparation of the operating budget.

Manages, trains, mentors and evaluates the permit technician staff; assigns duties, responsibilities, and resources; meets with staff to resolve priorities, workload, resource allocation, technical issues, and quality standards.

Recommends hiring decisions, and disciplinary decisions (up to and including termination) with respect to subordinate employees.

Provides oversight and supervision of building permitting, inspection, and business tax activities for the Building Division ensuring permit reviews are completed on schedule.

Coordinates with Pinellas County staff on the review of permits for Florida Building Code requirements.

Conducts permit reviews and inspections for compliance with dimensional standard code requirements.

Prepare reports and information for City Commission, contractors, the public, and other outside agencies and consultants.

Provides information to the public regarding development regulations and permitting procedures.

Supports the relationship between the City and the general public by demonstrating courteous and helpful behavior when interacting with citizens, visitors, and City staff;

promotes the City’s vision and initiatives, and complies with all policies, procedures, and requirements of the City, Department, and other outside regulatory agencies.

Establishes and maintains cooperative working relationships with representatives from other local, state and Federal agencies.

Proactively evaluates disputes and issues; identifies concerns and recommends solutions; assures that all issues are addressed and resolved in a timely fashion.

Responsible for evaluating and analyzing the current work environment for overall effectiveness.

Reviews or assists in the review of development proposals and site plans for conformance with codes, plans, and regulations.

Conducts analysis through Geographic Information systems and maintains data sets.

Attends evening meetings as needed.

Training & Experience

KNOWLEDGE, SKILLS & ABILITIES - Flexible, proactive, and progressive in developing resolutions to community issues and general concerns.

Ability to show leadership, decision-making skills, and build collaborative working relationships across all levels of interactions encountered during course of work to achieve common goals, objectives, and outcomes.

Knowledge and skill in the principles, philosophies, and practices of long-range planning, and national and local codes related to the building and development process.

Ability to understand and interpret plans, codes, and maps.

Knowledge of principles of record keeping and records management both paper and electronic. Ability to write and present clear, concise reports, memorandum, directives, speeches, and presentations.

Ability to operate a personal computer and tablet utilizing standard and specialized software including proficient use of Microsoft Office suite.

Knowledge of principles and practices of public sector management; including performance management, personnel rules, accounting, budgeting, procurement, and contract management.

Skill in techniques and practices for efficient and cost-effective management of resources.

Ability to manage staff, delegate tasks and authority, train and coach to improve staff performance.

  • Knowledge of safety practices and safety equipment. TRAINING & EXPERIENCE - Bachelor's degree in planning, architecture, engineering, or related field;
  • supplemented by three (3) years of progressively responsible work experience, including at least one (1) year at a supervisory level or closely related private sector business;

or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Valid Florida Driver’s License.

Physical Requirements
