Overview
DevTech is looking for a Data Engineering Specialist to work as an institutional contractor on its USAID Analytics, Data, Visualization, and Information Services 2.
0 (ADVISE 2.0) project. ADVISE 2.0 staff comprise much of the USAID Data Services team, led by USAID's Chief Data Officer (CDO) and situated in USAID's Bureau for Management, Office of the Chief Information Officer (M / CIO).
The Data Services team's main purpose is to improve the usage of data and information at USAID, so that the Agency continues to ensure its development outcomes are supported by evidence.
The team's work spans the "data lifecycle," including planning, collection, cleaning, analysis, curation, reporting, and governance.
The Data Engineering Specialist will be responsible for building the master domain(s) keeping with or enhancing existing data governance policies.
Seeking an individual who not only values the importance of Master Data Management but understands the process and has had direct experience standing up a domain.
The Data Engineering Specialist will support an environment that will provide USAID with access to high quality data thus enabling the Agency's use of diverse data assets and cutting-edge technologies to support the Agency's mission around the world.

This position's place of performance is Washington D.C. with the options for generous U.S. based telework or remote work.
Responsibilities
The Data Engineering Specialist will provide support in the design and implementation of data-centric solutions. Additional responsibilities include :
- Present and communicate data, trends, insights, and recommendations to clients.
- Communicate data governance concepts, such as master data and data quality, and host and lead working group meetings.
- Work with diverse datasets, work with domain experts, data scientists and analysts in framing business challenges.
- Analyze data profile reports and identify, document, and define rules used to standardize data and mitigate data quality issues.
- Understand and interpret technical documentation and design ETL / ELT processes and data models.
- Assist the Agency with integrating data solutions and establish business processes.
- Learn new technologies and skills to support company and client needs.
Qualifications
- Bachelor's degree in STEM-related or Data Science-related field such as computer science, computer engineering, information technology, statistics, applied mathematics, economics, machine learning, or a related field.
- At least five years of relevant experience.
- Experience with Informatica suite of tools such as Data Quality, Enterprise Data Catalog, Data Privacy Management, Axon, or Informatica PowerCenter.
- Experience designing and developing data cleansing routines utilizing typical data quality functions involving standardization, transformation, rationalization, linking and matching.
- Experience with data modeling and enterprise database concepts, Erwin and Oracle preferred.
- Experience with data modernization approaches and data ingestion best practices.
- Knowledge of data, master data, taxonomy, ontology, and metadata related standards, processes and technology.
- Knowledge of Cloud environments using Amazon Web Services (AWS).
- Knowledge of JSON and / or XML data structures.
- Knowledge of, and ability to implement best practices, using R and Python coding languages.
- Strong understanding of ETL / ELT and API development and concepts.
- Understanding of data architecture concepts, data quality processes, fact and dimension tables, logical and physical database design, data modeling, master data and metadata.
- Ability to communicate and follow up effectively and professionally with other teams as needed.
- Experience with international development implementation mechanisms and data environments preferred.
The candidate must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.
