DEPARTMENT SUMMARY : The Youth Center serves youth up to the age of 24 who are currently at-risk of or experiencing homelessness.
The Youth Center offers services in an LGBTQ+ safe and affirming environment and serves as an entry point to assist youth making the transition from homelessness to housing.
Our services include meals, clothing, support groups, a charter high school, GED and college prep program, an employment preparation, training, and placement program, case management, counseling, a crisis shelter, and a transitional living program (TLP).
Our community-based programs include services for youth at home, in school, or in systems of care.
JOB SUMMARY : The Program Manager, Youth Housing is responsible for developing, planning, directing, managing, and overseeing the program operations and contract deliverables of the Center’s Housing Programs for youth and young adults experiencing homelessness.
ESSENTIAL FUNCTIONS :
- Manage and oversee youth housing programs and staff, including Permanent Supportive Housing, Time-Limited Subsidy, Joint Component, Interim Housing, and Host Homes programs.
- Establish programmatic goals and outcomes.
- Develop and implement tools to track and evaluate client data and outcomes.
- Develop and meet measurable objectives, ensuring compliance with all grants and contracts.
- Prepare monthly, quarterly and yearly reports as required.
- Ensure that all member files are created and completed,
- Ensure that documentation of all services provided utilizes the appropriate data management systems : HMIS, CHAMP, and other federal and state data systems.
- Maintain accurate records in the Coordinated Entry System (CES) database and prepare monthly, quarterly, and annual reports as required.
- Oversee the coordination of all activities, services, and financial assistance for programs is in line with, scopes of work and CES policies and procedures.
- Develop and maintain a supervisory system that includes preparing monthly work schedules, staff call-in logs, regular staff meetings, regular one-on-one meetings, training programs, performance documentation, and personnel files.
- Support the Senior Program Manager, Youth Housing in developing and implementing educational, career, psychoeducational, and youth development programming.
- Recruit, hire, schedule, and supervise staff.
- Plan and facilitate staff training in coordination in partnership with the training committee.
- Work closely with the Youth Services Data and Evaluation Manager to ensure all staff are fully trained on operational systems and databases (CHAMPS, HMIS, SharePoint, Clarity, Civi, MS Teams).
- Support the Senior Program Manager, Youth Housing in evaluating program needs, developing and refining service models, implementing best practices, and establishing and developing procedures.
- Collaborate with external community-based LGBT and youth service organizations and represent the program as needed.
- Facilitate meetings with representatives of external agencies.
- Participate in staff meetings, planning meetings and other meetings as needed.
- Other duties as assigned.
JOB QUALIFICATIONS & EXPERIENCE
- Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people.
- A passion for the Center’s work and its mission to make the world a better place for LGBTQ people.
- Experience working with clients who suffer from mental health and substance abuse issues.
- A minimum of four years of experience working with adolescent and youth populations, preferably among the homeless and at-risk youth populations.
- Demonstrated experience with Coordinated Entry System and LAHSA funded programs and contracts.
- Strong administrative skills and experience working with data management systems.
- Excellent verbal and written communication skills, including strong interpersonal skills and the ability to effectively facilitate meetings.
- Ability to make oral presentations to groups about issues related to LGBT homeless youth.
- Comprehensive computer skills including word processing, excel database operations, spreadsheets, and other software systems.
- Leadership skills and demonstrated ability to coordinate and oversee the successful completion of projects.
- Sensitive to the needs of gay, lesbian, bi-sexual, and transgender youth from a wide range of backgrounds.
- Current CPR certification.
- Access to reliable transportation.
- Ability to work a flexible schedule and be on call for crisis situations that may occur.
- Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
