Job Description
Under the general direction of the Public Works Director or designee; performs responsible work in the supervision and management of the construction, repair, and maintenance activities related to the City’s Water, Wastewater, Streets, and Stormwater Divisions of the Public Works Department.
Responsible for the supervision of employees in subordinate positions. Manages equipment and supplies needed for daily operations and special projects.
Duties are performed with considerable independence. This position requires the employee to be on-call for emergencies. Work is reviewed through reports, observations, and obtained results.
ESSENTIAL JOB FUNCTIONS
Directs skilled, semi-skilled, and un-skilled employees in the operation and maintenance of the City’s water, wastewater, streets, and stormwater systems.
Schedules and assigns duties to subordinate employees; processes and prepares purchase orders; inputs vehicle and equipment work orders.
Participates in training programs; performs safety inspections and implements corrective action as required.
Instructs personnel in the operation and maintenance of equipment and procedures necessary regarding water and wastewater distribution system processes, including lift stations;
equipment and procedures necessary in the maintenance of the streets, rights-of-way, signage, urban forest, and streets and stormwater distribution systems.
Prepares and distributes pre-cautionary boil water notices, and rescission notices to City residents. Completes other FDEP (Florida Department of Environmental Protection), EPA (Environmental Protection Agency), and other regulatory reporting and documentation and schedules inspections.
Prepares necessary documentation for annual FDEP NPDES (National Pollution Discharge Elimination System) reporting and Air General Permit testing / inspection as well as other routine streets and stormwater reporting to regulatory agencies.
Reviews plans, specifications, and completes progress inspections for in-house maintenance projects, Capital Improvement Projects, private development projects, and other permits.
Assists in the selection, performance evaluation, and disciplinary action of subordinate employees.
Effectively responds to and resolves citizen complaints and inquiries, including holding a city-issued cell phone while on-duty and off-duty, answering after-hours calls, and dispatching on-call employees.
Completes daily and periodic reports, including monitoring SCADA systems and documenting associated problems, run times, trends, and associated work.
Assists in the preparation of the Divisional budgets.
Performs other duties as assigned.
Training & Experience
KNOWLEDGE, ABILITIES AND SKILLS -
Knowledge of the principles, philosophies, design, technical standards, rules / regulations, permitting, and practices of water, wastewater, streets, stormwater process administration.
Knowledge of management and supervisory techniques; Public Works programs; budgeting; computer applications including GIS, .
Ability to plan, prioritize, schedule and supervise the work of others; efficient and cost-effective management of resources.
Ability to establish and maintain effective working relationships with other City Departments, subordinates, superiors, other public agencies, and vendors.
Ability to review, analyze, and interpret data; and to formulate action plans. Skill in the presentation of information, both written and oral.
Knowledge of safety practices and safety equipment. Knowledge of project and program management.
TRAINING AND EXPERIENCE - Graduation from high school; or GED, three (3) years supervisory responsibility in an infrastructure division of Public Works or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
- Possession of a Florida Level Three (3) Distribution System Operator’s License; possession of a Florida Wastewater Collection System C Operator’s Certificate;
- possession of Florida Stormwater Association (FSA) Level 2 Certification, FDEP Sediment and Erosion Control Certification;
and Intermediate Maintenance of Traffic Certification required; or the ability to obtain within eighteen (18) months from the date of hire.
Valid Class B Commercial Driver’s License, with HazMat and Tanker Endorsements. NO VALID CDL WITH PROPER ENDORSEMENTS - CDL Permit within six (6) months from date of hire, and valid CDL with proper endorsements within eighteen (18) months from date of hire.
Employees without a valid CDL and appropriate endorsements on their date of hire will serve an extended probation until the valid CDL and endorsements are obtained, to include necessary training and classroom time and will not exceed eighteen (18) months from date of hire.
Physical Requirements
Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid).
Reaching, bending, lifting, sitting, standing, walking, climbing. Use of fingers, use of hands.
Ability to communicate both orally and in writing.
Works inside in an office environment and outside in various weather and site conditions.
