The Family Court of St. Louis County is hiring for a Domestic Violence (DV) Court Respondent Case Manager in the Domestic Relations Department.

$20.00 hourly

This position is eligible for the 10% addition to pay effective January 12, 2020.

This is a non-merit position. Recruitment for this position will be handled by the Family Court of St. Louis County. Position is eligible for Public Service Loan Forgiveness

Examples of Duties

An employee in this job class and position performs work of marked difficulty in providing case management services to respondents in support of the work of the Domestic Violence (DV) Court. The focus of the work is aimed at assisting the Court in reducing repeated instances of domestic violence. Work is performed under the general supervision of the DV Court Compliance Coordinator and requires significant independent judgment. Work involves serving as a resource for respondents appearing on DV Court Order of Protection dockets and / or by phone, monitoring services for Order of Protection respondents ordered to participate in community and court-based programs, and reporting in Court on respondents' compliance, or lack thereof. Direct work with respondents is required. Work is evaluated by periodic supervisory conferences, review of reports submitted, and achievement of stated goals.

• Manages a caseload of persons ordered to complete special conditions attached to an Order of Protection by monitoring compliance and report back to the Court on compliance;
• Assists the DV Court Compliance Coordinator in implementing program policies and procedures designed to assure compliance by persons ordered to attend Batterers Intervention Programs (BIP), complete substance abuse evaluations and relinquish firearms and ammunition;
• Receives and reviews court-ordered referrals; schedules participants for orientation interviews; orients and refers participant to Batterer Intervention Programs and substance abuse evaluations and / or treatment;
• Reviews monthly reports from agencies about the participants' attendance and participation in relevant programs; prepares reports for the Court / DV Compliance Coordinator and makes a case recommendation on each case in bi-monthly Judicial Monitoring Dockets;
• Attends Court hearings in order to assist / consult with the judiciary, attorneys, victim service providers and Domestic Relations Service staff about specific cases;
• Attends DV Court Order of Protection hearings to provide resources to respondents;
• Serves as a resource for respondents appearing in the Order of Protection Filing Office and / or who have contacted the Court by phone;
• Occasionally attends meetings of the Association of Batterer Intervention Programs (If operative) and / or related counseling agencies;
• Assists in implementation of new projectsdesigned to assist with batterer issues; such as, case management functions for a specialized DV Court project, screening of court files and identification of cases that may be appropriate for court services, etc.;
• Assists the DV Court Coordinator in providing services for the DV Court, which may include collaborating with DV Court Victim Advocates;
• Processes referrals and performs related duties for the DV Court contempt dockets for persons who fail to comply with court order to attend Batterer Intervention Programs.
• Attends contempt dockets to follow-up on these referrals;
• Assists / consults with judiciary, attorneys, probation officers, law enforcement and advocates when firearm surrender orders are issued; assist the Court and respondents with the completion of forms when orders are entered;
• Meets with respondents who are ordered to surrender firearms to explain court requirements and arrange to monitor ongoing compliance to assure firearms have been properly surrendered;
• Participates in firearms compliance hearings and assists the DV Compliance Coordinator in making recommendations to the Court on firearms compliance issues;
• Provides outreach to community-based service providers in the areas of batterers intervention and substance abuse to ensure more appropriate and streamlined compliance when respondents are ordered to obtain such services :
• Meets with respondents who are ordered to obtain substance abuse treatment and arrange to monitor ongoing compliance with treatment requirements;
• Engages and collaborates with community partners, as needed.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelors' degree in Social Work or a related social / behavioral science required, plus at least one (1) year of professional social work experience working with victims or perpetrators of domestic violence, social work, or related behavior science field is required, or any equivalent combination of training and experience.

Additional Information

All applicants conditionally offered a permanent part-time, full-time, term or on-call position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be paid by the County. Applicants will also be required to submit to an extensive background and criminal record check.
