Position Summary : The Senior Compliance Specialist provides extensive monitoring, enforcement, and support to ensure program and regulatory compliance.
This position is responsible for affordable housing compliance duties such as completing file audits assigned, enforcement of policies and procedures, special projects and serving as a resource to property staff regarding compliance.
Requirements
Essential Duties & Responsibilities :
- Perform the full scope of reviewing initial applicant files and recertification file reviews for approval prior admittance or continuation to ensure all files are within policy, in compliance with the properties individual required programs and meets the states monitoring agency guidelines.
- Assist properties during Lease up and / or acquisition, with leasing and processing applicant files either onsite or remotely, as needed.
- Assists and / or Submits HUD OCAF increase and / or HOME rent schedules.
- Assist with AFHMP, TSP’s, 2530, 9839-B, 9832’s, and EIV policies and procedures.
- Perform trainings for onsite team members on eligibility, affordable policies and program requirements
- Oversee implementation of new rents, income limits and Utility allowances into the software and distribute this information to on-site staff and supervisors.
- Perform monthly audits on Initial files and Annual recertifications. Report audit findings to Compliance Director and assist management with recommendations to develop appropriate action plans to address identified risks.
- Respond to State and Investor Audits for submission and corrections if required.
- Ensure NAUR form documentation is completed and sent to community and NAUR report is updated when applicable.
- Attend weekly meeting / calls with supervisor to review / discuss any open or pending compliance issues.
- Keep line of communication open with Regionals and team members for lease ups and properties under strict goals for occupancy and / or stabilization.
- Perform with monthly, quarterly and annual reporting.
- Contributes to Compliance leadership in developing compliance policies, procedures and forms.
- Assists the Director of Compliance with preparing regulatory information on new properties.
Knowledge and Qualifications :
- Must hold HUD (COS, BOS, ACE) and / or Affordable Designations (HCCP, C3P, NCP) or ability to obtain within 6 months of hire date
- Must be able to demonstrate eligibility requirements of the affordable program.
- Requirement : minimum 5 years in HUD program management.
- Prefer Acquisition / Rehab with HUD layering experience
- Experience with OneSite, preferred.
- Experience in Microsoft programs, Monday.com and State online reporting systems

Physical Demands / Work Environment :
