Summary

This position is part of the Southwestern Power Administration. As an Operations Specialist, you will provide a variety of administrative management support functions in the areas of facility management, budget administration and physical security.

This is not a remote position. The selectee will be required to be physically present at the Springfield, MO duty location.

Duties

As an Operations Specialist, you will :

  • Develop budget plans in accordance with applicable Division and SWPA regulations, policies, goals, and priorities.
  • Formulate and project annual budget requirements for various expenditure categories such as operating and maintenance programs, program direction, travel, training, capital investment, and construction funds for consideration by management.
  • Assist in development of security policies and procedures, and their implementation.
  • Prepare procurement packages, including preparation of specifications, statements of work, government estimates, justifications, and other data to acquire equipment, materials, services, and supplies.
  • Serve as the principal contact for environmental support for hazardous materials storage and disposal, spill, spill prevention, and permitting requirements.
  • Serve as a point of contact and coordinates with the OHSP Manager to implement and promote safe work practices, policies, health, and procedures.

  • This position requires the ability to operate a government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license.

Defensive Driver's Training will be completed upon employment.

Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.

The incumbent must wear Arc Rated protective clothing when in proximity to exposed energized circuits.

  • The incumbent is required to wear Personal Protective Equipment (PPE).
  • The incumbent must be able to obtain and maintain the required DOE / SWPA training / certification as necessary in order to serve as a Government Purchase Card (GPC) holder.

If authorized to utilize GPC for transactions exceeding $3500; the incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS : A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service.

Specialized experience for this position is defined as :

  • Assisting in formulating and projecting annual budget requirements.
  • Managing property and resources, procuring supplies and services, along with familiarity with safety and environmental compliance support.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position.

  • Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps);
  • as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills;

and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
