SUMMARY :

This position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The IT Network Technician is responsible for maintaining computer, network, audio visual and telecommunication equipment;

the technician also provides support for agency personnel in the use of computer systems and monitors and responds to security incident, performs vulnerability assessments, creates process documentation, and otherwise contributes to the development of a sound information security program.

PRINCIPLE DUTIES AND RESPONSIBILITIES :

This is a summary of the duties and responsibilities commonly found within this classification. All employees must maintain a commitment to the OCCHD's mission, vision, and strategic goals.

This position functions at the intermediate level (Tier 2) as defined by the Council on Linkage Core Competencies for Public Health Professionals with a primary focus on the following domains :

ESSENTIAL JOB FUNCTIONS :

  • Participates in the creation and upkeep of information security processes and documentation.
  • Participates in disaster recovery and business continuity planning.
  • Participates in the Health Insurance Portability and Accountability Act (HIPAA) incident response team.
  • Participates in the risk assessment process.
  • Providing instruction and functional guidance to other IT personnel.
  • Planning for, installing, configuring, and performing routine maintenance and troubleshooting of computers and peripheral equipment.
  • Interfacing with consultants and programmer analysts.
  • Providing end-user support in solving software / hardware problems.
  • Providing backup operations.
  • Maintaining inventory.
  • Driving to off-site locations to perform job duties as needed.
  • Maintaining OCCHD phone system.
  • Completing required training in support of duties and responsibilities of this position.
  • Providing technical support for the audio-visual equipment.
  • May be required to work nights and weekends in support of Board of Health, OCCHD Partner meetings and IT projects.
  • At the direction of OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.

e., Public Health and Preparedness and Response program). Also, as a member of the OCCHD Emergency Preparedness and Response Team, the incumbent is required to complete all necessary responder training and may be designated as a member of the first-responder team.

In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.

QUALIFICATIONS / REQUIREMENTS :

LEVEL 2 - Associate degree in a computer science or closely related field or 60 semester hours towards a computer related degree;

substituting four years of experience in information technology for the required education plus three years maintaining computer equipment, pay grade 14

LEVEL 3 - Associate degree in a computer science or closely related field or 60 semester hours towards a computer related degree;

substituting four years of experience in information technology for the required education plus four years maintaining computer equipment, pay grade 15

LEVEL 4 - Bachelor's degree in a computer science required plus four years maintaining computer equipment, virtual computer experience, and network experience, pay grade 16

  • HCISPP (Healthcare cybersecurity), RHIT (Registered Health Information Technician), Security+ or other certification preferred
  • Valid Oklahoma driver license required

WORKING CONDITIONS :

  • Primarily indoors in climate-controlled building
  • No smoking or non-tobacco product is allowed at anytime while conducting OCCHD business, in agency vehicles or on OCCHD property
  • No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on OCCHD business
  • May be subject to working in cramped or dusty spaces when performing cable installation
  • May be required to work on ladders 12 feet above the floor to perform tasks such as throwing cable
  • May work in areas where diseases are communicable
  • Exposed to glare from computer monitor
  • OSHA category : performs tasks that involve no exposure to blood, body fluids, or tissues

PHYSICAL REQUIREMENTS :

  • Arm / hand steadiness and digital dexterity enough to use equipment such as computer keyboard, testing equipment, etc.
  • Vision enough to read computer printouts, instructions, hand or machine-generated documents, labels, etc., as well as print on a computer monitor
  • Visual acuity enough to distinguish between colors of objects such as wires
  • Speech and hearing enough to communicate with others, both via telephone and face-to-face
  • Flexibility and coordination, enough to operate a motor vehicle as needed
  • Flexibility and coordination enough to bend, stoop, stand, walk and to crawl in ceiling to perform tasks such as throwing cable, stringing wire, connecting, and testing equipment, etc.
  • Strength enough to lift and carry objects weighing 35 pounds such as computer equipment
  • Coordination and balance enough to work on ladders 12 feet above floor level to perform installation tasks

WORKING RELATIONSHIPS :

This position requires frequent contact with other employees, with outside MIS consultants and programmer analysts / consultants to give and receive information and / or to provide technical assistance with hardware, software, and operating systems.

The incumbent may be required to occasionally deal with temperamental persons.

SUPERVISION GIVEN AND RECEIVED / ACCOUNTABILITY :

This incumbent is under the supervision of the immediate supervisor. Work product is subject to both specific and general review.

The incumbent collaborates and provides instruction and functional guidance to other Information Technology personnel. Although, the incumbent has no direct supervisory duties and responsibilities, and this position has no direct accountability for budget, money, or materials;

the incumbent may make recommendations which result in the expenditure of significant funds.

OTHER DUTIES AND RESPONSIBILITIES :

  • Must have an operating vehicle available for use when field duties are required
  • Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire.

Exceptions accepted with documented medical or religious accommodation. OCCHD will provide vaccinations at no charge to employees.

May be required to work outside regular business hours or assigned shift hours including occasional evenings and weekends due to job responsibilities
