Within the Finance and Administration Division, the Port's Procurement team manages all the purchasing and professional and general services contracting needs for the Port, including the specialized needs of the Information Technology group.

This role would primarily support the procurement and contracting needs for Information Technology (IT) purchases, plus provide procurement and contracting support for other Port divisions as needed.

The 1823 IS Procurement Analyst position reports to the Procurement Manager. The Procurement team works in a collaborative and cohesive fashion that relies heavily on frequent interaction and commitment to knowledge transfer, cross-training, and excellent customer service.

The essential duties include but are not limited to :

  • Manage technology purchasing requests and service contracts in support of Port’s technology infrastructure, software licensing, and IT related contracting needs.
  • Coordinate between technical specialists in IT, users in the Port’s business divisions, the City’s Office of Contract Administration, and the City’s Tech Marketplace.
  • Obtain supplier quotes. Process Requisitions, Purchase Orders, and Receipts.
  • Create systems for IT requests, tracking, and reporting.
  • Manage the complex and multi-step review and approval process needed for technology procurement and contracting. This includes coordinating with stakeholder agencies including the Department of Technology, the Committee on Information Technology, the Contracts Monitoring Division, City Attorney’s Office, and others, as required by Admin Code or City Policy.
  • Coordinate all aspects of the IT procurement process including hosting pre-proposal meetings, applying local preferences and workforce development requirements.
  • Conduct competitive contract vendor selection processes including public bids and requests for proposals, distributes and places advertisements and public notices for contracts;
  • processes moderate to highly complex contracts including advertising for bids / proposals, receipt and review of bids, contract negotiation and award, and routing through signature / documentation process to certification;

provides information to staff from Purchasing, Human Resources, and the Administrative Services Office; and provides training and technical assistance to staff and contractors on departmental and City contracting policies, procedures and requirements.

  • Support non-IT contracting needs, including but not limited to preparing Requests for Proposals / Qualifications, drafting documents, and submitting personal service contract applications.
  • Support non-IT procurements, including procurements with technology elements, Prop Q purchase review, or complex procurements, as assigned.

Qualifications : Education

Education

Possession of a baccalaureate degree from an accredited college or university; AND

Experience

Possession of three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Employees must be insurable under the Port’s automobile liability insurance.

Insurability must be maintained throughout employment.

Substitution

Education Substitution : Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution : Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Important Note(s) :

One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week).

Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The Ideal Candidate will :

  • Have experience with IT procurement in the City and County of San Francisco.
  • Demonstrate the ability to learn new skills, adapt to changes, and have great customer service skills.
  • Demonstrate a commitment to incorporate equity into procurement strategies.
  • Have experience collecting, synthesizing, and analyzing a wide variety of information.
  • Experience conducting difficult analytical studies involving complex administrative and financial systems and procedures.
  • Have experience working with authority to identify and define problems, determine methodology, analyze and evaluate quantitative and qualitative data, make recommendations with appropriate justification and develop / implement a plan of action.
  • Have extensive knowledge and techniques of governmental organization and management, financial / fiscal analysis and budgeting, economic and policy analysis, knowledge of generally accepted accounting principles and government accounting standards, application of statistical and other analytical methods.
  • Have knowledge of applicable local, state, and federal laws and regulations affecting departmental operations involving the development and implementation of complex systems and procedures, methods, procedures, and techniques needed for negotiations of contract terms, change orders, cost estimates and modifications.
