The primary purpose of this position is : Technical authority and senior civilian consultant on personnel, pay, recruiting and human capital management IT systems
Technical expert consultant on programs that are extremely complex with significant national or international scope and impact
Represents the USSF, Air Reserve and ANG at meetings, workgroups, and senior level forums as an expert consultant and technical advisor on human capital management technology issues / matters
Serves as the liaison between represented organizations and the DTA to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships
In addition serves as senior product owner with responsibility for planning the design, writing, testing, debugging, and maintaining of complex platforms and applications software that meets Digital Transformation requirements
Formulates program goals, plans, policies, procedures, and plans dealing with the development and operation of command-wide architecture functions and activities
Serves as the A1 DTA systems Digital Transformation and technical authority / expert to evaluate system integration, standardization, interoperability, and technical integrity requirements
Performs the duties of the A1 Digital Transformation Activity’s Senior Technical Expert for Talent Management IT systems standardization and architectures
Originates, formulates, and conducts engineering studies and technical analysis of changes to existing Talent Management systems, to satisfy Digital Transformation and Future State Architecture.
Qualifications / Requirements :
Citizenship
- Must be able to obtain and maintain a Secret clearance.
- Mastery of software design concepts and methods and relationships among multiple IT disciplines, standards and architectures.
- In-depth knowledge of and skills to apply a broad range of IT methods, practices, and techniques to ensure work are in compliance with approved policies, standards and architecture.
- Mastery knowledge of information technology systems sufficient to serve as a technical authority for very complex and difficult assignments that impact both the employing and other agencies / departments
- Mastery knowledge of information technology systems to provide technical expert advice to higher level management.
- Comprehensive knowledge of and ability to apply standards and architectural principles of the Joint Technical Architecture and the DoD Architecture Framework (DoDAF).
- Knowledge of life cycle process for systems and knowledge of current trends in present and emerging data systems and information technology.
- Information Assurance Certification is a condition of employment
This position includes information assurance (IA) work as a paramount duty requirement
The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
Must be able to obtain and maintain DoD 8570 Level 2 certification.
