Responsibilities

The Public Health Representative IV (PHR IV) will be responsible for coordinating communicable disease epidemiology and surveillance activities, including those related to bioterrorist agents, in the Central New York Area Regional Office (CNYRO).

The PHR IV will work with laboratories, local health departments, and other federal, state, and local partners to investigate potential disease clusters and / or outbreaks in the CNYRO catchment area.

• The incumbent will investigate potential communicable disease clusters and / or outbreaks, including those diseases that may be associated with bioterrorism;
• provide technical assistance to program staff and direct support to regional and LHD staff during simulated and actual public health emergencies;
• make epidemiologic findings available to others; collaborate with outside parties on public health emergency preparedness activities;
• participate in the development of integrated protocols to address infectious disease surveillance and methods to exchange information with bordering jurisdictions and other partners;

supervise staff; other appropriate related duties.

Minimum Qualifications

A Bachelor's degree in a related field and three years of relevant experience in a health, human service or community-based organization, that includes providing direct patient / client services, performing regulatory activities, conducting epidemiological research, and / or direct clinical care as a healthcare provider, or closely related experience;

OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. A Master's degree in a related field may substitute for one year of experience.

At least one year of experience must have included program management and / or supervision of staff.

Preferred Qualifications

Master’s degree in Public Health or a related field. Experience with communicable disease epidemiology, surveillance and / or outbreak investigation / response / follow-up activities and NYS reportable communicable disease systems.

Experience in infection control or Certification in Infection Control (CIC). Excellent organizational and analytic skills.

Experience with public speaking and preparation of documents and reports. Experience supervising staff.
