JOB SUMMARY

The Chief Financial Officer (CFO) position serves as the trusted strategist and financial advisor to the District Manager, District Boards, and Department Directors ensuring compliance with all Federal, State, and Local laws and regulations pertaining to budgetary and fiscal matters (including financial management, accounting and financial systems requirements, budget formulation and execution and integrity of organizational structure) of The Villages Community Development Districts (The District), consistent with our mission and core values.

The CFO shall serve as the District’s single point of authority, accountability and management for financial policy, procedures, processes, and requirements for systems.

The CFO directs, administers, and coordinates the activities of the Financial Services Department, including the functions of Accounting & Treasury Management;

Budget & Performance Management; and Purchasing & Contract Administration. The CFO shall establish and maintain robust internal audit oversight, internal controls, effectiveness and efficiency of operations, reliability of financial reporting, and compliance with applicable laws and regulations.

The CFO shall set the District’s policy for the establishment, operation, evaluation and improvement of management controls (internal controls policy).

The CFO is responsible for the financial reporting process and all reports that contain financial information and shall provide requirements and monitor asset management systems, including systems for cash management, investment management, debt issuance and management, and property and inventory control systems.

The CFO serves in an executive-level capacity providing strategic financial planning and guidance to the District Manager, Department Directors, and District Boards and in the formulation of long-range goals for the organization, the annual budget and capital improvement program, policy development and position papers.

The Chief Financial Officer works under administrative supervision of the District Manager, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

The CFO position provides financial guidance and advisory services to The Villages Community Development Districts and Dependent Districts, under the management of the Village Center Community Development District (VCCDD).

The CFO position will interface with District Boards, Committees, and Department Directors, and effectively ensure compliance to all Federal, State, and Local regulations consistent with our mission and core values.

Directs, administers, and coordinates the activities of the Finance, Office of Management and Budget and Purchasing Departments.

This encompasses Accounting, Debt and Treasury Management; Budget and Performance Management; and Purchasing and Contract Administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to) : The essential functions listed below are those that represent the majority of the time spent working in this position.

Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, develops, and evaluates assigned staff, processing employee concerns and problems, directing and delegating work, counseling, disciplining, and completing employee performance appraisals.
  • Develops financial well-being of various commercial and residential Community Development Districts, by providing financial projections and accounting services, preparing growth plans, and directing staff.
  • Provides leadership and guidance to the operations of the Finance Department. Directs and manages the preparation, analysis, and review of various financial and accounting reports for presentation to Boards and Committees monthly.
  • Coordinates and ensures the timely completion and compliance with fiscal year end procedures for annual audit and development of required reporting.

Prepares necessary paperwork and prepares letters addressing audit findings.

  • Provides leadership and guidance to the operations of the Office of Management and Budget;
  • Directs and manages the development, implementation, monitoring, and reporting of the annual budget and Capital Improvement Program;
  • preparing revenue and expenditure forecasts; determining costs for new, expanded, or reorganized programs; preparing budget amendments as necessary;

and estimating available fund balance within established general guidelines. Ensures compliance of the VCCDD financial activities with all applicable legal requirements, including local legislation and ordinances.

  • Assists the District Manager in analyzing budget recommendations to the District Boards and Committees. Exercises budgetary controls.
  • Provides leadership and guidance to the operations of the Purchasing Department;
  • Participates in the formulation and implementation of applicable purchasing policies and procedures. Provides general advice, assistance, and recommendations to the Purchasing Director.
  • Provides oversight and management of the cash reserves and investment portfolio of District funds in accordance with applicable laws, standards, and practices, and the VCCDD’s adopted Investment Policy.
  • Prepares content and represents District Management at the Investment Advisory Committee meetings.
  • Coordinates issuance of Districts issued bonds and debt, making recommendations to the District Manager on the most cost-effective mechanisms for financing Districts projects including both tax exempt and taxable bond issuance.
  • Structures financial plans, monitoring and analyzing the outstanding and proposed long-term debt and other financing instruments to ensure ongoing compliance and provide timely funding at the lowest costs.

Certifies continuing debt disclosure reporting.

  • Prepares periodic, routine, and special reports relating to the financial operation of the organization.
  • Prepares and makes presentations at Board meetings and other forums to explain, update, and report the VCCDD’s financial position, forecasts, budget, debt service, and other financial matters.
  • Represents the District Manager at Board Meetings as needed.
  • Reviews and makes recommendations for improvement of the organization’s financial policies, procedures, and practices.
  • Research and recommends the use of specialized software or systems to maintain financial data for efficiency and compliance.
  • Performs related work as assigned.
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

  • Performs other duties as assigned.
  • Monday Friday 8am- 5pm (May be required to work nights, weekends, and holidays to meet the business needs of the (VCCDD).
  • May be expected to perform additional duties in an emergency. During emergency conditions, all employees are automatically considered emergency service workers.

VCCDD employees are subject to being called to work in the event of a disaster, such as hurricane, or other emergency situations and are expected to perform emergency service duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE (Includes, but not limited to)

  • Master’s degree in Finance, Accounting, Business Administration, or a related field from an accredited college or university or a Certified Public Accountant (CPA).
  • Ten (10) years of progressively responsible professional experience in public finance and accounting management practices, including a minimum of four (4) years senior staff managerial experience.

An equivalent combination of education, training, and experience.

  • Experience managing overall operating and capital budgets of $500 million plus preferred.
  • Experience and knowledge of Independent and Dependent Special Districts.

MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS

  • One of the following Certifications and Licenses :
  • CPA License
  • Certified Public Finance Officer (CPFO)
  • Certified Government Finance Officer (CGFO)
  • Certified Government Financial Manager (CGFM)
  • Certified Defense Financial Manager
  • Valid Florida Driver’s License required.
  • Required FEMA (ICS) certifications must be completed within six months of hire.
  • All candidates and employees must successfully pass background and drug screening.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to)

Knowledge :

  • Knowledge of modern management, financial, personnel, and budgetary principles and practices.
  • Knowledge of Federal, State, City and County laws, ordinances, statutes, and regulations governing governmental finance, to include Independent and Dependent Special Districts.

Skills :

  • Skill in developing and implementing long-range plans to meet the needs of the VCCDD.
  • Advanced skills in Accounting Database, Spreadsheets, Contract Management, and Presentation / PowerPoint.
  • Skill in organizing and directing the work of others.
  • Skill in oral and written communication.
  • Skill in handling complex and uncertain situations.

Abilities :

  • Ability to establish and maintain effective working relationships with District Board and Committee Members, City / County officials, vendors, and the public.
  • Ability to make budget recommendations and determine budget allocation.
  • Ability to identify and respond to District Board and Committee Members, and City / County issues, concerns, and needs.
  • Ability to prepare complex data analysis, financial statements, projections, and administer a complex budget and cost-effectively allocate limited resources.
  • Ability to provide administrative and professional leadership.
