Responsibilities
- Develops, implements, and maintains the district Quality Management Program (QMP).
- Builds successful teams for long-term PCL projects (internal or external); identifies skills and training requirements and forms team appropriately.
- Reviews, understands, and communicates prime contract and subcontract details of specifications and requirements.
- Ensures that project quality plans are developed and consistently implemented across all projects within the district.
- Oversees audits to ensure adherence to project quality plan / manual and contract document requirements. Ensures nonconformance items are appropriately reported and managed.
Performs peer audits in other districts as required.
- Conducts trend analysis of audit results and provides executive management with root cause analysis and / or key performance indicators.
- Provides guidance, support, and input on construction codes and regulations.
- Ensures staff development and succession planning are in place for the Quality Management department to meet the future needs of the district and / or organization.
- Advises procurement department on scope and technology development, evaluation, and management pertaining to third-party service contracts.
- Reviews RFQs, RFPs, etc. for quality management requirements and develops appropriate verbiage for the submission. Works with project teams to identify areas of risk and develop appropriate mitigation plans.
- Ensures development and implementation of quality management training across the district, as required.
- Tracks and monitors the effectiveness of the quality program and makes recommendations for continuous improvement.
Qualifications
- Tradesperson or bachelor’s degree in engineering, construction management, or a related discipline.
- 12 years of experience in quality control and / or the construction industry, including supervisory and leadership experience preferred.
- Expert knowledge of the construction industry; understands specifications, drawings, methods, and procedures.
- Considered an expert and coaches and mentors quality team member(s) on construction inspection skills on a broad range of scopes of work.
- Expert knowledge of various engineering systems, principles, and practices.
- Advanced understanding and interpretation of construction industry codes.
- Proven ability to influence, coach, and mentor senior management on district quality management processes.
- Ability to identify quality risks associated with project documents.
- Demonstrated experience in the development and writing of procedures and manuals.
- Strong ability to work collaboratively with clients and stakeholders.
- Demonstrates planning, organizational, and time management skills with the ability to multitask, prioritize own work, and delegate.
- Ability to identify and communicate district issues, trends, and objectives to senior management.
- Advanced communication skills : ability to address critical and sensitive issues at the project and district level.
- Ability to influence quality culture within the district, PCL, and industry.
