Overview : J oin our team as an Accounting Systems Analyst and make a significant impact by enhancing our financial operations and ensuring seamless system integration.
The Accounting Systems Analyst will be responsible for processing and troubleshooting issues encountered during accounting processes, which includes the bi-weekly payroll process.
Staff selected for this position should have the technical and functional skills needed to run various accounting processes including the Infor payroll system and generate the bi-weekly payroll checks timely and accurately.
Key Responsibilities include, but are not limited to :
- Ensure the timely processing of the bi-weekly payroll checks.
- Work with existing accounting staff in support a expensing, project costing, and payrolling systems running on the Infor platform.
- Work with District-wide staff including Financial Planning and Management, Risk Management, Information Technology and Human Resources in implementing upgrades and requested changes to the Infor for expense, financials, and payroll systems.
- Lead, plan, and trains payroll staff on the bi-weekly payroll process.
- Ensure the accuracy of transaction interfaces to the General Ledger and other external agencies like CalPERS.
- Participate in the year-end audit.
- Ensure the accurate and timely filing of federal and state mandated reports such as W-2 and California State Controllers' Report.
- Respond to financial -related inquiries from staff and outside agencies.

Ideal Experience :
- Three (3) years of increasingly responsible professional system and experience including use and analysis of automated Accounting, HR and Payroll systems.
- A combination of computer and accounting / business experience, preferably in a public agency.
- Experience in using and supporting an accounting and payroll system running on the Infor platform.
- Experience working with a payroll team in resolving payroll issues and generating the bi-weekly payroll check accurately and on time.
Ideal Skills and Abilities :
- Plan, organize, assign, review, and evaluate the work of staff, train staff in work procedures.
- Independently troubleshoot issues encountered during the payroll process.
- Identify and correct accounting errors.
- Prepare a variety of clear and concise technical and financial reports.
- Interpret, explain, and enforce accounting policies and procedures.
- Read, prepare, and interpret technical and financial documents.
- Ensure regulatory and reporting compliance with Federal, State, and regulatory agencies.
Ideal Knowledge :
- Technical and / or functional knowledge of supporting an automated accounting system running on the Infor platform.
- Computer tools for reconciliation and quickly identifying issues encountered during the accounting and payroll processes.
- Principle, practices, methods and techniques of system administration, governmental accounting and financial management and reporting.
- Proficient in Microsoft Office applications, with strong Excel skills.
Ideal Training and Education :
Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, or a related field.
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Required License or Certificate

General Accounting Unit (Position Code 559 / 625)
Valley Water Telework Program : Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking.
Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
