Are you someone who enjoys solving complex administrative issues and using your analytical skills? Being part of the City Manager's Office - Homeless Solutions Team will allow you to play a key role in the day-to-day operations of the program and make a positive impact on our community.

Come join our team that is responsible for the City's homeless system. Services include contractual relationships with nonprofit service and shelter providers, neighboring cities, and the County, as well as public / private partnerships with faith-based and community-based organizations.

Homeless Solutions is responsible for managing multiple funding sources including Federal HOME Funding, State PLHA Funding, Federal SAMHSA Funding, State ERF Funding, local Housing Funds, General Funds, and other grants from the Riverside County Continuum of Care.

The ideal candidate will have a strong desire to be immersed in all aspects of the City's Homeless Strategic Plan and the Riverside County Continuum of Care.

She / he will be passionate about achieving functional zero homelessness in the City of Corona, as well as being innovative in approaching problems and possessing high ethical standards.

This position offers the opportunity to assist the Homeless Solutions Manager in working directly with numerous public and private stakeholders to support the City's systems-oriented approach to addressing homelessness.

Knowledge, Education & Experience

  • Bachelor's degree from an accredited college or university with major coursework in public or business administration, social work, accounting, finance, information technology, economics, environmental science, or a related field.
  • Two (2) years of office administrative support experience in homeless and housing programs.
  • Equivalent combination of training, education, and experience which provides the required knowledge, skills, and abilities.

Skills / Abilities

  • General principles and practices of municipal government budget preparation, administration, and control.
  • Grant funding sources, grant requirements, grant administration, and grant writing techniques in homeless and housing programs.
  • Principles of providing functional direction and training.
  • Sources of information related to a broad range of municipal programs, services, and administration.
  • Financial, statistical, and comparative analysis techniques for interpreting various agreements and financial documents.
  • Advanced principles, practices, and methods of administrative and organizational analysis.
  • Applicable federal, state, and local laws, codes, regulations, and processes in assigned areas of responsibility.
  • City personnel rules and regulations, municipal codes, purchasing policies, finance principles, and legal requirements.
  • Methods and techniques of research, statistical analysis, report preparation, and presentation.

Highly Desired Experience

  • Experience with the complexities of homelessness and the diversity of homeless populations.
  • Experience in the management of grants and programs related to homeless shelter, supportive services, and housing programs may be substituted for education.
  • Knowledge of policymaking, statistical analysis, excellent writing skills, and the use of Excel, Word, and PowerPoint are critical.
  • Knowledge of data tracking and performance measurement, particularly with regard to the regional Homeless Management Information System (HMIS) and the Coordinated Entry System (CES).
  • Experience working with Continuums of Care, local government, and community-based safety net service providers.
  • Experience working with diverse community collaboratives and consortiums.
  • Experience with data analysis and reporting.
  • Experience with grant development and implementation.
  • Experience implementing unique strategies to effectively address homelessness.

The position is a full-time benefited position and will work 40 hours per week on average; with a 4 / 10 work week - Monday through Thursday.

THE IDEAL CANDIDATE
