The Equity & Strategy Division

The nascent Equity & Strategy division stands as a vital nexus within DPL, encompassing subdivisions that encapsulate the essence of our organization.

Positioned uniquely, this division wields significant influence over our library's culture, reinforcing our steadfast commitment to equity, diversity, and inclusion, shaping our communication with stakeholders, and defining our strategic goals.

Guided by our esteemed Chief Equity and Strategy Officer (CESO) in tandem with the Executive Leadership Team (ELT), our reservoir of knowledge and experience continually fortifies DPL's role as a pioneering force in the urban public library domain.

This ensures that the services we provide to the Denver community remain agile and responsive to its diverse array of needs.

Job Summary

The Denver Public Library seeks an accomplished human resources leader who can provide a people centered strategic focus for the organization and strategic guidance to our Executive Leadership Team.

As the Director of Human Resources you are a champion of people and have a responsibility for the overall efficiency and effectiveness of all areas for the HR subdivision, such as but not limited to, policies and procedures, talent recruitment and retention, performance management systems, employee and labor relations, and classification and compensation.

The successful candidate will have a proven success record within a large, complex organization and can demonstrate the ability to link business objectives back to organizational effectiveness.

Our ideal candidate will have a sense of urgency, be future thinking and possess strong communication, relationship and leadership skills.

Essential Duties and Responsibilities

Candidates at this level are qualified to perform in each of the areas noted below, however, will usually concentrate in one or more areas depending on ongoing initiatives and the general needs of the organization.

You will plan, organize, direct, coordinate and evaluate the human resources services, policies, and programs offered to DPL employees and establish standards to elevate service delivery, enhancing the overall employee experience.

DPLs Human Resources Subdivision

Development / Leadership / Oversight

Act as an HR strategist, change agent, and implementation advisor.

Drive workforce planning.

Provide consultation on staff engagement, retention, and program impact measurement.

Oversee the development / evaluation / implementation of Human Resources programs and identify opportunities for improvement and resolve any discrepancies.

Oversee and direct the work of Human Resources staff.

Lead the development of subdivision goals, objectives, and systems.

Establish departmental measurements that support the accomplishment of the organization’s strategic goals.

Prepare periodic reports for leadership, as necessary or requested, to track strategic goal accomplishment.

Ensure programs, procedures, and guidelines align the workforce with the strategic goals of the organization.

Manage, guide, and support DPL’s usage of Workday.

Oversee the maintenance of the Human Resources section of DPL’s intranet site to maintain clear and transparency with the organization for critical information.

Training and Development

Partner with Learning and Development to ensure all necessary education and compliance training is rolled out to managers and employees.

Lead the implementation / management of performance management that includes performance reviews and employee development programs.

In partnership with L&D, establish in-house employee training that address organization’s training needs including new employee orientation or onboarding.

Assist with the selection and contracting of external training programs and consultants.

Talent, Recruiting, and Retention

Drive workforce management and retention strategies.

Plan, develop, direct, and monitor human resources services and systems for proactive recruitment and selection.

Monitor pre-recruitment job analysis and verification of appropriate hiring.

Ensure recruitments of all levels of staff to meet the desired skill, competencies, needs, and performance expectations.

Direct the organization of referencing, interview and selection panels, participating in activities that result in the development of policies, programs, procedures, as well as strategic directions.

Establish and direct the standard recruiting, hiring practices, and procedures.

Assist in recruiting and interviewing with key management and executive-level candidates.

Drive continuous improvement for recruiting diverse pools of talent

Employee Services and Relations

Lead human resources operations, such as and not limited to, maintenance of personnel records, job descriptions, personnel transactions, performance evaluations, resignations, retirements, terminations and other support-based employee relations and services.

Remain current on legislation and regulation affecting the agency to adjust services as needed.

Partner with leadership to communicate Human Resources policies, procedures, programs, and laws.

Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.

Conduct / Assist / Review investigations when employee complaints or concerns are brought forth.

Train / Monitor / Advise DPL supervisors in the disciplinary action process of the agency.

Classification and Compensation

Monitor and lead our class and comp review process to ensure pay fairness, appropriate structure and timeline and / or cadence for the public library industry.

Legal Compliance

Execute HR policies and procedures and governmental laws and regulations and complies with legal requirements and government reporting regulations.

Conduct regular reviews of all personnel policies, programs, and practices to ensure they are competitive, equitable, compliant, and align with and support DPL’s overall mission, vision, values, and strategic objectives

Protect the interests of employees and the agency in accordance with our Human Resources policies and governmental laws and regulations.
