Overview

This position operates as the primary back-up to the Los Angeles San Diego San Luis Obispo Rail Corridor Agency (Agency) Managing Director and provides support for the Managing Director working towards the achievement of Agency goals.

Provides direction to all functional areas within the Agency.

This is an exempt position in Salary Grade 285 : $207,758.00 - $290,861.00 annually, dependent upon qualifications; at the discretion of the CEO.

Responsibilities

  • Supports the Managing Director in coordinating activities among the functional units within the organization to achieve agency goals.
  • Assists the Managing Director in providing overall leadership of the agency in formulating and achieving agency objectives.
  • Directs the development of regular Board of Directors, Executive Committee and Technical Advisory Committee agendas, solicits input and oversees communications with member agencies and the Board of Directors.

Attends Board and committee meetings and advises Board and committee members. Frequently interacts with the Board of Directors (Board) on a wide range of issues.

  • Formulates agency policies and directives that support the agency’s goals and initiatives.
  • Plans, reviews, and evaluates the work of assigned staff. Monitors activities assigned to staff to ensure conformance with goals and objectives of reporting unit and facilitates the attainment and continuation of peak organizational performance.

Coordinates with the Managing Director, staff, and contracted service operators to strategize and implement service improvements, commercial policies, cost efficiencies, and productivity efficiencies.

Oversees, monitors, and adheres to the agency’s budget, goals, and schedules, which comply with agency-wide fiscal responsibility.

Represents the agency and the Managing Director as designated in meetings, as a committee member, and before community and business groups.

Serves as a backup to the Managing Directors.

Develops Strategic Perspective : Knows how immediate work relates to organizational strategy, translates into actionable steps.

  • Assists the Managing Director in developing and implementing short-range and long-range goals / service initiatives consistent with the strategic plan, annual business plan, and annual Board goals and initiatives, to support the achievement of the agency’s strategic vision.
  • Assists the Managing Director in the development of the annual business plan, including the planning and implementation of service initiatives to guide the agency’s future programs and activities for presentation to the Board of Directors for approval.
  • Provides counsel to the Managing Director on significant matters affecting agency operations and policies.
  • Assists the Managing Director in formulating, directing and overseeing strategic rail planning and corridor-wide stakeholder coordination.

Solves Problems & Analyzes Issues : Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.

  • Assists the Managing Director with negotiating and monitoring of the Interagency Transfer Agreement with California State Transportation Agency the California Department of Transportation, administrative services agreement and other key agreements.
  • Develops and provides oversight and reporting on agency-wide performance objectives.

Works in a Collaborative Manner with Others : Works in a collaborative manner with others, helps resolve unproductive conflict.

  • Communicates clearly and persuasively with appointed and elected government officials, business and community organizations, interest groups, customers, employees, and members of the general public.
  • Establishes and maintains cooperative working relationships with government officials, boards, other agencies and stakeholders.

Maintains ongoing communication and coordination with other governments, agencies and stakeholders to coordinate on corridor-wide priorities and issues.

Qualifications

Any combination of education and experience equivalent to a bachelor's degree in business or management with a minimum of eight years of senior management experience.

An advanced degree is preferred. Transportation experience is required.
