Responsibilities

Harbor Point Behavioral Health Center offers intensive residential treatment services within a secure setting. Our programs are designed to meet the needs of youth ages 11- 17 who are experiencing emotional, psychiatric and educational difficulties.

In addition to our general psychiatric programs, we also offer specialty programs for youth with more serious challenges.

Harbor Point and its programs are fully accredited by The Joint Commission and the Virginia Association of Independent Specialized Educational Facilities.

We are licensed by The Virginia Department of Behavioral Health and Developmental Services and the Virginia Department of Education.

We are a TRICARE-approved and certified facility.

Position Scope :

The Director of Operations assists the Chief Executive Officer (CEO) in the daily operations of all program functions with direct responsibility for all departments.

Additionally, the Director of Operations is in command of the facility in the absence of the CEO and ensures orderly running of the facility during these times.

Position has overall responsibility for managing, coordinating, supervising, and implementing treatment programs and the delivery of services in an effective manner for all departments.

The position works most closely all departments b90 to ensure that the hospital delivers a high level of therapy services that meets the patients’ needs and is in compliance with all regulatory standards.

Works closely with the Business Development to market the psychiatric services to referral sources and to ensure appropriate and effective communication back to referral sources about patients they have referred.

Hires and supervises staff in order to ensure a productive team that operates with high morale. The position works cooperatively with other management team members to ensure that each patient has a positive clinical experience with the best possible outcome.

Essential Functions :

  • Serves as Administrator-on-Call as required. May serve as interim CEO for periods of extended absences usch as vacation and leaves of absence.
  • Manages and develops employees for the appropriate hospital climate to motivate employees to the highest performance.
  • Assists CEO in the timely submission of month-end operational reports.
  • Directs the activities and management of assigned departments to ensure that each department fullfills its mission and business objectives.
  • As requested by the CEO, participates in strategic business and financial planning and management that include capital operations budget preparation, forecasting, and monitoring.
  • Participates in regularly scheduled program supervisors meetings and unit based meetings in order to convey information, changes, and to discuss issues and answer questions.
  • Performs and directs other employees in ensuring that all aspects of departmental operations are occurring in a timely manner.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • In collaboration with the Director of Human Resources, responsibilities include interviewing, hiring clinical staff, and training employees;

planning assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Works well as a team member, dependable, punctual and communicates well with other staff members.
  • Contributes to the development and participation in corporate wide strategic planning efforts and maintains good communication with corporate office in areas where periodic reporting of results is
  • Develop and implement a program evaluation framework to assess the strengths of the clinical program and to identify areas for improvement.
  • Ensure that all clinical program activities comply with all regulatory standards.
  • Ensure that the clinical program operates within the approved budget, including FTE and overtime management.
  • Review documentation by nurses, clinicians, all patient care staff and report monitors to the Performance Improvement Committee on a regular basis.
  • Monitor effectiveness of treatment modalities and implement necessary changes as recommended by the Professional Staff.
  • Inform the CEO of any serious or chronic problem areas and aspects of patient care monitoring.
  • Ensure that all appropriate clinical information is transmitted to referring parties.
  • Ensure all clinical staff receives department orientation and other appropriate training.
  • Provide direct supervision and coaching of employees assuring all assigned duties are performed as assigned.
  • Provide a formal written performance evaluation of all direct reports staff according to policy.
  • Conduct weekly observation round audits and camera audits.
  • Oversee day to day operations of Harbor Point Behavioral Health Center patient care programs.
  • Maintain accurate and up-to-date leadership policies.
  • Assist DON with Physician and Nurse Practitioner coverage / monthly calendar.

Talent Management- Responsible for retention and engagement of employees :

Performance Management & Supervision :

  • Fosters staff development and growth of team.
  • Provides regular coaching and feedback to employees to motivate performance.
  • Completes performance evaluations providing thorough feedback and goals to assigned staff by established deadlines.
  • Coordinates and provides day-to-day oversight to staff; actively involved in resolving employee matters / issues.
  • Maintains open communication through regular rounding and one to one meetings with employees.
  • Ensures staff comply with assigned education requirement in a timely manner (, CIA Training, HIPAA training, competencies, etc.).
  • Responsible for holding staff accountable with upholding facility policies / procedures and managing the corrective action process when needed.

Recruitment & Retention :

  • Responsible for hiring, onboarding, and promotions for all staff within the team.
  • Maintains accurate job descriptions / evaluative tools for assigned staff.
  • Completes new-hire touch points in accordance with the facility’s Onboarding Plan.
  • Actively participates and champions the facility’s Service Excellence and Recognition Programs.
  • Develops team building initiatives to engage staff and build a positive team dynamic.

Supervisory Responsibilities :

Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees;

planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

Qualifications :

Education and / or Experience :

Preferred Master’s Degree in social work, psychology, counseling, nursing or related field with at least five (5) years’ experience working with adolescents and adults.

Must have a minimum of a Bachelor’s Degree with at least five or more years direct care experience with children and adolescents in a residential or acute setting to include supervisory experience.

Licensure / Certification :

Must maintain valid CPR and HWC certification.

Language Skills :

Ability to read, analyze, and interpret documents such as safety rules, operating and maintenance instructions, and policy / procedure manuals.

Ability to write routine reports, correspondence, and document patient behavior. Ability to speak effectively before groups of patients or employees of organization.

Mathematical Skills :

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability :

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
