Job Summary
Develop and manage programs to help encourage alternative transportation options for better utilization of the limited supply of downtown public parking.
Manage the update of the Downtown Parking Plan, with an emphasis on parking demand management. Manage other studies and plans as needed to improve the knowledge and management of downtown parking supply.
This is a full-time, regular, non-union exempt position. The schedule for this position is M-F, 8 : 00am to 5 : 00pm.
Job Details
Project manager for the update of the 2006 Downtown Parking Plan, with an emphasis on parking demand management. Lead evaluation of alternatives and the development of policy and program related recommendations, adoption processes and implementation activities.
Ensure proposals comply with applicable laws and regulations. Lead implementation of aspects of the plan that relate to parking demand management.
Manage and participate in interdisciplinary project and program teams. Lead policy and plan updates and develop and implement scopes of work and project budgets.
Serve on technical committees. Collaborate with private sector partners in the development community on parking demand management programs.
- Conduct research, perform analysis and make recommendations; draft staff reports and presentations, and present findings and recommendations to city leadership and community, board and commissions and City Council meetings.
- Manage community engagement and outreach processes, represent the City of Vancouver in public meetings and meetings with stakeholders, facilitate community advisory committees, mediate group decision making processes, develop strong working partnerships with downtown stakeholders, and present to stakeholders and city leadership.
- Identify partnership and funding opportunities that bring additional resources to assist with the implementation of parking plans and programs.
- Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
- Five (5) years of related experience in parking management, transportation planning, business, economic development, community development, and / or related activities.
- Equivalent to a bachelor's degree in business, real estate, public administration, or urban planning or a related field.
Computer Skills
Intermediate skills in Microsoft Office Suite.
Required Licenses and / or Certifications.
Knowledge
- Principles and practices of project management.
- Knowledge of transportation planning principles and demand management best practices.
- Understanding of the interaction among the economy, parking, transportation, health and human services, housing, community development and land-use regulation.
- Principles and practices of grant writing and administration
- Social and environmental impact of decisions on communities.
- Principles and practices of public engagement and outreach involving a wide range of people including diverse communities in making decisions.
- Plan-making and project evaluation.
- Pertinent federal, state, and local laws that pertain to : land use, transportation, economic, environmental, zoning, and land division.
- Modern office procedures, methods, and computer equipment
- Use of personal computers and basic software
