Position Description
Provides comprehensive project management including development and adherence to budget. Schedule and scope of work to include project development, planning and programming.
Plans, schedules and coordinates project activities to meet deadlines. Monitors project compliance with applicable codes.
Coordinates the overall integration of the project. Supervises and directs project personnel. Assigns duties and responsibilities to other project managers.
Review of project close-outs from all project managers. Coordinates Deferred Maintenance projects and budgets. Signatory responsibility of project proposals < $5,000.
Serves as liaison between Physical Plant and Plant Operations on annual CCI report.

Major / Essential Functions
- Thoroughly analyzes project and work assignments. Communicates problems and solutions to supervisors. Prioritizes work and communicates with customers and supervisors.
- Provides in-house project management services for Facilities Planning department for new facilities, renovation projects, adaptations & modernizations and liaison work on Capital Projects (TRB Facilities).
- Coordination with architects, engineers & consultants to provide appropriate preliminary drawings, final & detailed drawings & specifications, schedules and cost estimates.
Completes other required activities including regulatory items and review of submittal documents before commencement of project work.
Prepares and / or reviews specifications for bid or proposal packages and construction documents for all subordinate PM's.
Evaluates bids, proposals and submissions and provides recommendations. Administers construction contracts & agreements.
Maintains comprehensive project files and records to include schedules, record files, accounting budgets, payments, etc.
Reviews Project Manager 2's projects to ensure complete and comprehensive files are maintained and recorded.
Conduct periodic on-site inspections and observation of work during construction to monitor compliance with plans and specifications and to ensure contractor meets project schedules.

Required Qualifications
Bachelor's degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field from an EAC / ABET or NAAB accredited institution.
Five (5) of extensive experience in managing large multiple design and construction projects. An advanced degree in Architecture, Engineering, Construction Management, Landscaping Architecture, Interior Design or related field may substitute for one year of experience.
Prior experience in design, construction and facilities support. Extensive knowledge of contract procurement, contract administration, budget oversight and meeting / managing deadlines.
Valid U.S. driver's license and proof of liability insurance as required by TTUS Office of Risk Management. Registered Architect (RA) and / or certification as a licensed Professional Engineer (PE).
