Recreation Department : Parks
Under general direction, the purpose of the position is to supervise maintenance and operations crews engaged in manual labor in the assigned department, e.g., Public Works, Parks and Grounds Maintenance, Leisure Services, Utilities. Employees in this classification provide directional support to maintenance, repair and trades staff. Position is responsible for ensuring all work performed adheres to established safety standards, building codes and regulations, and legal guidelines applicable to the work. Performs related work as directed.
Directs and supervises subordinate personnel performing maintenance, skilled and semi-skilled work in the area of assignment. Assesses work site; ensures appropriate equipment and MOT is in place. Oversees and participates in construction, installation, maintenance and repair projects. Maintains frequent communications with operations, administrative staff and contractors in order to maximize operation efficiency. May lead and advise employees and general contractors, in a wide variety of skilled and semi-skilled work to clarify and expedite projects and repairs. Reviews proposals and oversees the process of projects and repairs, to include design, implementation, materials and equipment purchasing, and follow up of work awarded to qualified contractors. Reads and interprets lays outs, blueprints and drawings. Evaluates completed projects and repairs to ensure all work performed adheres to established safety standards, building codes and regulations, and legal guidelines where applicable. Participates in the implementation of Citywide special events. Assists in departmental budget planning. Maintains division inventory levels. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
High School Diploma or GED; supplemented by (3) years responsible experience in the area of assignment, to include (1) year experience in a lead capacity within the Public Works division. Must possess and maintain a Florida Driver's License. Mandatory licensing and certifications will be determined by the area of assignment. Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. These courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher level Emergency Operations Center (EOC), MACS, and ICS related training.
Ability to effectively supervise a staff comprised of entry and journey level professionals engaged in carrying out departmental functions. Ability to understand and follow written and oral instructions. Ability to adhere to prescribed routines and practices. Thorough knowledge of the methods, tools, equipment and necessary safety precautions used in maintenance, installation and repair work in the area of assignment. Thorough knowledge of current codes and regulatory standards governing maintenance, renovations and repair. Skill in operating basic manual and electric hand tools, e.g., hammer, screwdriver, skill saw, power drill, wrench, level, pliers. Ability to operate standard vehicles and pickup trucks. Ability to work independently to carry out assignments to completion. Ability to perform duties with a professional and cooperative work ethic. Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Ability to access, operate and maintain various software applications; ability to read, update and maintain various records and files. Ability to interpret a variety of instructions in written, oral, diagram, or schedule form. Physical requirements while performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and / or move up to 50 pounds. While performing the essential functions of this job the employee is occasionally required to push and / or pull over 100 pounds. While performing the essential functions of this position the employee is frequently exposed to fumes or airborne particles, and toxic or caustic chemicals, work near moving mechanical parts, and risk of electrical shock.
