The Health Information Specialist is responsible for ensuring and facilitating access and disclosure of health information in a timely, accurate, and compliant manner;

and in accordance to laws, system policies, and standard operating procedures. This position will be responsible for providing and ensuring high quality customer service to both internal and external customers.

The Health Information Specialist responsibilities include, but are not limited to, the following :

  • Accurately and efficiently processes requests for health information access and disclosure in compliance with HIPAA and other federal and state statutes as well as organizational policies and standard operating procedures
  • Logs and tracks all requests for access and disclosure of information in the information system in accordance with policies and standard operating procedures
  • Monitors and manages multiple sources for requests for information such as work queues, patient portal, fax, mail, and walk-ups
  • Reviews health information within multiple source systems, locations, and formats; discerns whether information is part of the legal medical record, billing record, or designated record set and understands access rights and requirements for each;

and comprehensively and concisely identifies and discloses information requested and / or authorized

  • Ensures that medical records are complete prior to disclosure and works with HIM Operations to facilitate completion of the records as necessary
  • Reviews medical records for legally protected and sensitive information and obtains additional authorization, approval, or documentation when necessary
  • Performs activities related to the patient portal such as activation, proxy access, and troubleshooting and other health information exchange activities to facilitate electronic exchange of PHI
  • Assists with processing of medical record amendment, accounting of disclosure, and / or release restriction requests
  • Provides knowledgeable and competent customer service and uses various tools and information systems to facilitate the process;

serves as a health information ambassador and patient liaison by ensuring rights to health information including privacy as well as right of access while encouraging patient engagement in healthcare by providing easy and timely access

Serves as an expert resource for privacy and disclosure matters for HIM employees and other department staff The Health Information Specialist reports to the Manager for Health Information.

This position may have additional or varied physical demand and / or respiratory fit test requirements. Please consult the Physical Demands Project SharePoint site or contact Risk Management / Employee Health for additional information.

May be frequently interrupted to respond to customers or change work tasks based on departmental needs. May be exposed to stressful interactions with customers.

  • 2 years of experience in health information management or working with health information in other area. Degree in HIM / HIT may be substituted
  • Release of information or disclosure management experience is preferred
  • Previous experience with clinical processes and healthcare operations
  • Previous experience with health language literacy with ability to locate and interpret information on forms, documents, and other sources within clinical information systems
  • Previous experience with HIPAA and other federal rules, Oklahoma state laws, and requirements of regulatory agencies such as CMS and the Joint Commission as they pertain to the management of health information
  • Previous experience with computer systems and telecommunications technology.
  • Previous experience with medical record content and release of information documentation such as authorizations, clinical and legal documents with high attention to detail
  • Must be able to communicate effectively in English
