Position Summary

The Managing Director of Procurement Services is responsible for leading and managing all procurement activities to ensure the efficient and effective acquisition of goods and services for Dallas College.

Reporting to the Senior Director of Procurement Services, this role requires an individual with extensive experience in procurement, strategic sourcing, project management and vendor management to support the college's operations and strategic goals.

Required Knowledge, Skills, and Abilities

Procurement Expertise : Extensive knowledge of procure to pay principles, practices, and regulations. Proven ability to lead and manage large-scale procurement activities and ensure compliance with applicable laws and policies.

Strategic Thinking : Strong strategic thinking and planning skills, with the ability to develop and implement effective procurement strategies.

Leadership Skills : Exceptional leadership and team management skills, capable of motivating and guiding a team of procurement professionals.

Analytical Skills : Strong analytical and problem-solving skills, with the ability to evaluate complex procurement scenarios and make informed decisions.

Communication Skills : Exceptional communication and negotiation skills, with the ability to convey procurement strategies and policies clearly and effectively to stakeholders.

Project Management Skills : Strong project managing skills to be able to implement new procurement projects and initiatives.

Well-developed skills in organizing, prioritizing, decision making and time management.

Physical Requirements

Physical Demands : This position requires frequent standing, walking, and the ability to work in various office and warehouse environments.

Travel Requirements : Occasional travel to vendor sites, conferences, and professional development events may be required.

Minimum Qualifications

Education : Bachelor's degree in Business Administration, Supply Chain Management, or a related field. A Master's degree is preferred.

Experience : Minimum of five years of procurement or project management experience, with at least five years in a leadership role managing large-scale procurement activities.

Preferred Qualifications

Bilingual or Multilingual languages preferred.

Licensing : Relevant procurement certification (e.g., CPPO, CPPB) is preferred.

Additional Requirements

Subject to a criminal background check. Some positions may be subject to a fingerprint check.

Key Responsibilities

Strategic Procurement Leadership : Lead and manage procurement activities, ensuring alignment with the college's strategic goals and objectives.

Keeps up to date with trends and best practices incorporating existing processes, new facts and ideas into business processes to improve efficiency and customer satisfaction.

Policy Development : Develop and implement procurement policies and procedures that promote efficiency, transparency, and compliance.

Ensure all job aides and documentation is updated and current.

Vendor Management : Build and maintain effective relationships with vendors, negotiating contracts, and managing vendor performance to ensure the best value for the college.

Project Management : Plan and implement new and or improve existing procurement processes, programs or initiatives.

Risk Management : Identify and mitigate risks associated with procurement activities, ensuring adherence to all college, state, and federal regulations.

Stakeholder Engagement : Collaborate with internal and external stakeholders to promote the college's procurement initiatives, foster strong partnerships and improve procurement's brand Represents the procurement organization to key stakeholders, the public and business partners.

Professional Development : Maintain professional knowledge by attending educational workshops, reviewing professional publications, and participating in professional societies.
