SALARY : $77,925 - 89,613.75
HOURS & LOCATION : 1.0(FTE) 40 hours per week, including some evenings and weekends. This is a field-based position with varying schedule.
SCOPE : The Emergency Services Program Manager supervises the provision of culturally specific services to individuals residing in a motel-based temporary shelter for individuals experiencing homelessness who desire culturally specific services.
The Manager is responsible for overseeing the daily operations of the program, ensuring that Urban League’s mission of empowerment is executed properly, and overseeing the operational functions carried out by employees.
The Manager will ensure that participants in the motel shelter program are provided services and support in a trauma-informed, pro-Black, holistic manner, in an environment free from shame or stigma.
The Manager oversees the transitional housing shelter’s staff to ensure consistently high quality of service and supports and the ability of front line staff to serve community members with a variety of needs.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
STAFF SUPERVISION
- Supervise the provision of services for the transitional housing program.
- Provide direct administrative supervision and performance evaluation of staff, helping set performance goals and develop quarterly work plans and annual goals.
- Develop staffing schedules and arrange coverage.
- Oversee outreach plans, engagement strategies, and help staff alleviate barriers for clientele.
- Provide safety training for staff and help develop safety policies.
- Coordinate, train, and supervise program staff.
- Create individualized professional development plans with front line staff.
- Troubleshoot housing issues and challenges.
- Communicate closely and frequently with all members of the team to improve systems, solve problems, share resources, and coordinate work.
PROGRAM MANAGEMENT
- Monitor participant services and ensure accurate reporting, consistent quality of service, comprehensive service plans, and other referrals for accuracy and consistency with program goals and contractual data requirements.
- Maintain adequate supplies, food, service, and staffing levels at the motel site, ensuring 24-hour coverage.
- Develop community partnerships to expand services available onsite to participants.
- Assist supervisors and front-line staff in communicating program expectations, policies, and procedures.
- Ensure timely, accurate, and comprehensive reporting to funders, partners, and others as requested.
- Monitor program outcomes, budgets, documentation, assist with grant writing, and complete all internal fiscal and administrative reporting in a timely manner.
- Ensure that staff are maintaining all areas utilized by shelter participants and staff making sure they are clean, organized, and left in an orderly manner during and after each shift.
- Participate in regular staff and planning meetings for development and maintenance of onsite, socially distanced programs, services, and activities.
- Attend regular meetings to ensure service coordination and networking with other agencies through participation in periodic meetings with service agencies, program managers, and other groups or task forces as appropriate.
- Solicit feedback from participants on the effectiveness of the transitional housing program and make necessary adjustments.
