GENERAL STATEMENT OF JOB DUTIES

The Grants Program Manager is responsible for managing all aspects of the agency's grant program, including researching, applying for, administering, and reporting on federal, state, and local grants.

This position ensures that the agency maximizes federal, state, local, and other grant funding opportunities to support transit projects and initiatives.

The Grants Program Manager collaborates with internal departments, external agencies, and funding bodies to ensure compliance with all grant requirements and alignment with the agency's strategic objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Identify, research, and evaluate grant opportunities that align with the agency's priorities and projects.
  • Prepare and submit grant applications, ensuring all necessary documentation, budgets, and narratives are accurate and complete.
  • Administer awarded grants, ensuring compliance with all federal, state, and local regulations, including reporting and financial tracking.
  • Collaborate with internal departments to gather information and develop grant proposals that reflect project goals and needs.
  • Monitor grant performance and ensure timely reporting to funding agencies, including progress reports, financial reports, and project updates.
  • Manage relationships with grantors and funding agencies, serving as the primary point of contact for inquiries and audits including FTA triennial review.
  • Maintain detailed records of grant applications, awards, cash flow, expenditures, and compliance documentation.
  • Stay current on grant opportunities, changes in regulations, and best practices related to grant management.
  • Provide training and guidance to staff on grant management processes, reporting requirements, and compliance issues.
  • Report on grant activity to senior leadership and board of trustees, providing updates on funding, cash flow, project progress, and future opportunities.
  • Lead preparation for audits and reviews of grant-funded programs including FTA triennial review.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

  • Bachelor's degree in Public Administration, Finance, Business Administration, or a related field.
  • Minimum of 5 years of experience in grant writing, grant management, or a related field, with experience in a transit agency, similar government organization, or consulting firm preferred.
  • Certified Grants Management Specialist (CGMS) or similar credential preferred.
  • Strong knowledge of federal, state, and local grant regulations and compliance requirements, including FTA, USDOT, and other relevant guidelines.
  • Proven experience in managing the full grant lifecycle, from application to closeout.
  • Working knowledge of transportation issues and funding on the federal, state or local level desirable.
  • Excellent written and verbal communication skills, with the ability to write clear and compelling grant proposals.
  • Strong time and project management and organizational skills, with the ability to manage multiple grants simultaneously.
  • Experience in financial management and budgeting, particularly with grant funds.
  • Proficiency in grant management software and financial reporting systems. Experience with TrAMS is preferred.
  • Strong interpersonal skills, with the ability to collaborate effectively with internal teams and external partners.

An equivalent combination of related education and experience may be substituted for the above stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Working Conditions :

Works in an environment where there is minimum exposure to dust, noise, or temperature. Work is normally performed in a typical interior office work environment.

Other working conditions may require; precise hand / eye coordination, basic keyboarding and other repetitive motions, operation of vehicles, lifting / pushing objects weighing up to or over 10 pounds.

None of very limited physical effort required and none or very limited exposure to physical risk.

Physical Requirements :

Sedentary Work : Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
