- Candidates must have a bachelor’s degree.
- At least 10 years of experience focused on legislative policy development OR risk management, with a preference for management or leadership experience.
- General knowledge of applicable local, state, and federal statutes, rules, regulations, internal controls, and processes.
- Ability to make excellent judgments, and exercise critical, analytical, and problem-solving skills under pressure and at times with extreme time sensitivity.
- Ability to compile, evaluate and interpret information and data from a variety of information sources.
- Ability to independently act on priority projects and issues.
- Ability to prioritize and complete work assignments in a timely manner.
- Ability to identify the most effective and efficient method to carry out duties.

Under the general direction of the Executive Deputy Commissioner of Motor Vehicles, the Associate Commissioner for Legislative Strategy and Chief Risk Officer coordinates and directs the Office of Legislation Development and Strategy and the Department’s operational risk organization.
Legislation
The Associate Commissioner will oversee the development of the Department’s State legislative proposals, monitoring progress and initiating appropriate actions and communications to facilitate the passage of legislation favored by the Department.
The incumbent will work with all other Deputy Commissioners and the Governor’s Traffic Safety Committee to develop legislative strategies to drive the priorities of the Department, focused on customer experience, accessibility and equity, consumer protection, roadway safety and the enablement of agency transformation.
Actively work with other State agencies to jointly pursue legislative proposals of common interest and to obtain their support for Departmental legislation.
Review reports on the status of the legislative initiatives proposed by or of interest to the Department as well as the yearly legislative summary reports with executive staff.
Engage internal and external stakeholders to solicit ideas and concepts in support of Department priorities and drive support of proposals throughout the motor vehicle community.
Serve as point of contact for lawmakers for legislative policy inquiries and manage responsiveness throughout the Department.
Advise and assist Counsel in the ten-day bill memo process to ensure the Department’s position is clearly defined on all legislative issues.
Risk
The Associate Commissioner will lead in identifying, assessing, and managing risk associated with the agency’s operations.
The incumbent will develop an operational risk framework through assessing business operations, identifying risks in projects, current processes, and new initiatives, as well as completing operational risk assessments that recommend the deployment of strategies and actions to mitigate risks identified.
Develop policies and implement changes by providing oversight in mitigating operational and project risks.
Build and lead a team of risk management professionals to develop and implement a culture of risk awareness and mitigation throughout the Department.
Perform and support risk identification, assessment, and measurement to ensure risk is being effectively managed and that regulatory requirements are being met.
Build and maintain relationships with internal and external business partners to ensure risk management is embedded in business processes.
Liaise with Chief Information Security Officer to ensure development a program through an information security and privacy lens.
Maintain and oversee a continuity of operations plan and management program including appropriate periodic testing for effectiveness and currency.
Performs a variety of other tasks as assigned.
